The world is steadily moving from farms and villages to concrete jungles and city skylines. As of 2025, cities house 45 percent of the global population, more than double the share in 1950. India, the world’s most populous nation, sits right at the centre of this transformation. With roughly 35 percent of its people living in urban areas today – and that figure expected to climb to nearly 50 percent by 2050 – understanding how India’s urbanization compares with the rest of the world is essential for grasping the challenges and opportunities ahead.

India’s urbanization trajectory

India’s urban story has been one of slow but steady growth. At the time of independence in 1947, barely 17 percent of the population was urban. By the 2011 Census, that figure had reached 31 percent, and current estimates from the Ministry of Health & Family Welfare place the number at around 35.8 percent. Compared to countries like China – which jumped from about 20 percent urban in the early 1980s to roughly 65 percent today – India’s pace has been notably more gradual.

Several factors explain this relatively slow movement. Agriculture continues to employ a massive share of India’s workforce, even though its contribution to GDP has steadily declined. The manufacturing sector’s share of GDP has remained stuck at around 14-16 percent since the 1990s, without the kind of labour-intensive industrial boom that powered rapid urbanization in East Asian economies like South Korea and Japan. In fact, manufacturing in India has increasingly moved to rural areas – over half of India’s manufacturing output now comes from rural regions – which actually reduces the pull factor that typically drives people toward cities.

Despite this slower pace, the sheer numbers are staggering. India expects to add approximately 416 million people to its cities by 2050, the largest projected urban population increase of any single country in the world. Delhi already exceeds 31 million residents, Mumbai has crossed 22 million, and the total accretion to India’s urban population in just the first 30 years of this century is set to surpass that of the entire previous hundred years.

Regional disparities within India

One of the most striking features of India’s urbanization is how unevenly it is distributed across states. According to the 2011 Census, states like Tamil Nadu (48.4%), Maharashtra (45.2%), Kerala (47.7%), and Gujarat (42.6%) had urbanization rates several times higher than states like Bihar, which stood at just about 11 percent. This disparity reflects deep differences in economic development, industrialization, and the availability of services and employment opportunities.

The gap extends beyond just population percentages. Satellite-based land use data from India’s National Remote Sensing Centre shows significant variation in urban built-up area as a proportion of total built-up land. States like Odisha, Goa, and Haryana exhibit higher proportions of urban construction, while Kerala, Chhattisgarh, and Bihar lag significantly behind. This means that even the physical footprint of urbanization is highly unequal across the country.

Looking ahead, India’s towns and cities are projected to house 600 million people by 2036, or about 40 percent of the total population. Urban areas are already estimated to contribute nearly 70 percent of the nation’s GDP, and that share is likely to grow. But the infrastructure gap is severe: the World Bank estimates that India needs to invest $840 billion in urban infrastructure by 2036, yet actual spending has historically averaged only about half the required rate.

Key drivers of India’s urban growth

Three major forces are pushing India’s urban transition. First, rural-to-urban migration remains the primary engine, driven by the search for better employment, education, and healthcare. Millions of people move to cities each year, especially to major metropolitan areas like Mumbai, Delhi, Bengaluru, and Hyderabad.

Second, natural population growth within cities contributes significantly. Urban birth rates, while lower than rural rates, still add millions to city populations each year when applied to an already large urban base.

Third, reclassification of settlements plays an important role. As villages grow and meet urban criteria – such as population thresholds, density, and economic activity – they are officially redesignated as towns or cities, effectively adding to the urban count without any actual migration having occurred.

Zooming out to the global picture, the UN’s World Urbanization Prospects 2025 report provides the most comprehensive overview available. Cities are now the most common type of human settlement worldwide. The global urban population has surged from 751 million in 1950 to approximately 3.7 billion people living in cities today, with another 2.9 billion living in towns and semi-dense areas.

Between now and 2050, an estimated two-thirds of all global population growth will be absorbed by urban areas, with towns absorbing most of the remainder. The global rural population is expected to peak in the 2040s and then begin declining – a historic turning point in the geography of human habitation.

Developed vs. developing regions

There is a stark contrast in urbanization levels between the developed and developing worlds. North America leads with approximately 82 percent urbanization, followed by Latin America and the Caribbean at 81 percent, and Europe at 74 percent. These regions urbanized earlier and more gradually over the twentieth century, driven by industrial revolutions, economic restructuring, and the growth of service economies.

In contrast, much of Asia and Africa remain at earlier stages of urban transition. Asia’s urbanization level is now approaching 50 percent, while Africa remains the least urbanized continent, with around 43 percent of its population in urban areas. However, the speed of change in these regions is far greater than anything the developed world experienced. The fastest urban population growth in the coming decades will take place in low- and lower-middle-income regions, where cities face enormous pressure to expand infrastructure and deliver basic services.

By 2050, projections suggest that roughly 64 percent of the developing world and 86 percent of the developed world will be urbanized. This means that while developed countries are nearing the saturation point of their urban transition, developing nations still have decades of rapid transformation ahead.

The rise of Asia and Africa

Asia and Africa are the two continents that will define the future of global urbanization. Together, they already account for around 70 percent of the world’s urban population, a figure projected to reach 75 percent by mid-century. Close to 90 percent of all future urban population growth is expected to happen on these two continents.

Asia alone is projected to add roughly 1.1 billion urban residents by 2050, while Africa is expected to contribute around 900 million. However, the nature of urbanization differs significantly between the two. Asia’s urban growth is primarily fuelled by rural-to-urban migration, economic restructuring, and the physical expansion of existing cities. Africa’s urbanization, on the other hand, is closely linked to persistently high fertility rates, limited economic diversification, and climate-driven displacement from rural areas.

The megacity landscape is also shifting. The number of megacities – urban areas with 10 million or more residents – has quadrupled from 8 in 1975 to 33 in 2025, and more than half of these are in Asia. By 2035, six of the ten most populated megacities are expected to be Asian, with Delhi projected to top the list at over 43 million people. Jakarta, using the UN’s updated methodology, already holds around 42 million residents, making it the world’s most populous city by some measures.

Meanwhile, smaller cities – those with fewer than 250,000 inhabitants – are among the fastest-growing urban areas globally, especially in sub-Saharan Africa and South Asia. These cities often lack the planning capacity and financial resources to manage growth sustainably, leading to the spread of informal settlements and poor service delivery.

Comparative insights: India vs. the world

When India’s urbanization is placed alongside global trends, several key contrasts and parallels emerge.

Speed and scale

India’s urbanization rate of about 35-36 percent is well below the global average of roughly 56 percent (by national definitions). This places India closer to the lower end of the spectrum, alongside many sub-Saharan African nations. Yet, in absolute terms, India’s contribution to global urban growth is unmatched. Of the estimated 986 million additional urban residents projected worldwide by 2050, more than half will be concentrated in just seven countries, with India leading the list alongside Nigeria, Pakistan, the Democratic Republic of the Congo, Egypt, Bangladesh, and Ethiopia.

Urbanization without industrialization

A major difference between India and the East Asian success stories is the link – or lack thereof – between urbanization and manufacturing growth. Countries like China, South Korea, and Japan experienced rapid urbanization alongside booming factory output and manufactured exports. India, by contrast, has experienced what researchers describe as “urbanization without industrialization.” The services sector – particularly IT and telecommunications – has driven much of India’s economic growth, but it has not generated the kind of mass employment that pulls millions from villages to cities the way factory work does.

This pattern has consequences. India’s cities are growing, but not as fast as one might expect for an economy of its size and ambition. The ruralisation of manufacturing, where industrial activity has shifted back toward rural areas, is a uniquely Indian phenomenon that runs counter to the typical global urbanization model.

The infrastructure challenge

Both India and many developing nations in Africa face a common challenge: their cities are growing faster than the infrastructure to support them. In India, since roughly 70 percent of the urban infrastructure needed by 2047 is yet to be built, the scale of investment required is enormous. The government has responded with several major initiatives – the Smart Cities Mission aims to develop 100 citizen-friendly and sustainable cities, the Pradhan Mantri Awas Yojana targets affordable housing, and the AMRUT Mission focuses on basic infrastructure such as water supply and sewerage in over 500 cities.

Globally, the challenge is equally stark. The UN Population Fund notes that much of the coming urbanization will unfold in Africa and Asia, bringing major social, economic, and environmental transformations. Over a billion people worldwide already live in informal settlements, and without proactive urban planning, that number is likely to grow.

Towns and smaller cities

An often overlooked dimension of urbanization – both in India and globally – is the role of smaller urban centres. Over half of India’s urban population lives in towns with fewer than 500,000 people. Globally, towns remain the most common settlement type in 71 countries, including India, Germany, Uganda, and the United States. Around 2.9 billion people worldwide live in towns and semi-dense areas, with 40 percent of those – approximately 1.2 billion – residing in India and China.

These smaller urban centres often receive far less policy attention and investment than major metros, yet they are critical to the overall urbanization story. Their capacity to deliver basic services, manage land use, and support economic growth will determine whether the urban transition becomes an engine of development or a source of deepening inequality.

What lies ahead

The urbanization of the twenty-first century will be defined not by Europe or the Americas, but by Asia and Africa – and India is at the very heart of this shift. With the country expected to add more people to its cities by 2050 than currently live in them, the stakes could not be higher. Getting urban planning, infrastructure investment, and governance right will be fundamental to India’s broader economic ambitions, including the goal of becoming a developed nation by 2047.

At the global level, the UN’s latest projections make it clear that sustainable development in the coming decades will be won or lost in cities. Whether nations can translate the promise of urbanization – economic opportunity, efficient service delivery, innovation – into lived reality will depend on the quality of planning, the level of investment, and the inclusiveness of the policies they adopt.
