With over half of the world’s population already living in urban areas – and nearly 70% expected to do so by 2050 – how we plan, build, and manage cities will determine the quality of life for billions. Sustainable urban development is no longer a luxury or a far-off aspiration. It’s a practical necessity. And urban planning is the tool that makes it achievable. From designing compact neighbourhoods to managing waste equitably and preparing for climate disasters, strategic planning shapes cities that can thrive economically, socially, and environmentally over the long term.

What does sustainable urban development actually mean?
At its core, sustainable urban development is about meeting the needs of current urban populations without compromising the ability of future generations to meet theirs. It balances three interconnected goals: economic growth, social equity, and environmental protection. The OECD frames it as addressing a range of issues – from managing urban expansion and congestion to fostering competitiveness, social inclusion, and environmental sustainability. This aligns directly with UN Sustainable Development Goal 11, which calls for making cities inclusive, safe, resilient, and sustainable.
The challenge is significant. Cities account for more than 70% of global energy-related COโ emissions and roughly half of all global waste. At the same time, they are engines of innovation and economic opportunity. Strategic urban planning is what bridges this gap – guiding cities toward growth that doesn’t come at the cost of the planet or its people.
Core principles of sustainable urban development
Sustainable urban development is built on several key principles. These aren’t abstract theories; they’re actionable ideas that shape how cities are physically designed and managed.
Compact urban form
One of the most widely supported principles is compact urban form – the idea of encouraging higher-density, mixed-use development instead of allowing cities to sprawl outward. A compact city brings homes, workplaces, shops, and services closer together. This reduces the need for long car commutes, lowers energy consumption, and preserves surrounding agricultural land and natural ecosystems.
According to research published in ScienceDirect, the core strategies of the compact city include compactness, density, diversity, mixed land use, sustainable transportation, and green space. These strategies work together synergistically to produce sustainability benefits that are greater than any one of them alone.
A well-known example is Curitiba, Brazil, whose Bus Rapid Transit (BRT) system is tightly integrated with high-density residential and commercial zones. This design encourages public transit use and reduces automobile dependency. However, compact development has trade-offs. Dense populations can mean concentrated waste and pollution, and poorly planned density can drive up housing costs. The key takeaway: density alone doesn’t equal sustainability – it requires thoughtful planning.
Integrated transport networks
Transport is closely tied to urban form. Cities designed around private cars tend to sprawl, consume more energy, and produce higher emissions. In contrast, cities with efficient public transit systems – combined with pedestrian- and bicycle-friendly infrastructure – can significantly reduce their carbon footprint while improving accessibility for all residents.
Transit-oriented development (TOD) is a key strategy here. It involves concentrating housing, employment, and services around public transport hubs. This makes transit more viable and cost-effective while reducing car dependence. As an OECD working paper notes, increasing compactness has demonstrable positive effects on a city’s productivity, access to services, efficiency of public service delivery, and sustainable mode choice.
Cities that invest in quality public transport – whether metro systems, BRT, or cycling networks – create a positive feedback loop. Better transit reduces car use, which in turn reinforces the sustainability gains of compact urban form.
Green infrastructure and nature-based solutions
Sustainable cities also prioritise green spaces and nature-based solutions. Parks, urban forests, green roofs, and permeable surfaces serve multiple functions – they improve air quality, reduce urban heat, manage stormwater, and enhance mental health. Integrating these elements into urban design isn’t just about beautification; it’s a practical tool for building resilience and improving liveability.
Urban planning for waste management and inclusivity
Waste management might seem like a purely technical issue – how efficiently is garbage collected, how much landfill space is left? But in reality, waste systems are deeply tied to social equity and urban inclusion.
The scale of the urban waste challenge
Global waste generation is rising sharply. The World Bank estimates that the world generated roughly 2.24 billion tonnes of solid waste in 2020, and this figure is expected to increase by 73% to about 3.88 billion tonnes by 2050. In developing countries, over 90% of waste in low-income areas is often disposed of in unregulated dumps or openly burned, creating serious health and environmental risks. Managing this waste effectively often consumes 20% to 50% of a city’s municipal budget.
Poorly managed waste disproportionately harms low-income communities. They are often the ones living near dumpsites or along polluted waterways. The World Health Organization has linked inadequate waste management to the spread of vector-borne diseases such as dengue and malaria, particularly in dense urban settlements.
Inclusive waste management strategies
For waste management to be truly sustainable, it must also be inclusive. Globally, an estimated 15 to 20 million informal waste pickers recover recyclable materials from household waste. In some cities, they recover up to 60% of recyclable waste. These workers make an enormous environmental and economic contribution, yet they are often overlooked or excluded from formal municipal waste policies.
Inclusive planning means integrating these informal workers into the formal system – providing them with safe working conditions, social safety nets, and recognition. The city of Pune, India, offers a compelling model: its SWaCH cooperative integrated informal waste pickers into a public-private partnership, strengthening their position while creating a more efficient and sustainable solid waste management system.
Financing models also matter. Flat user fees can burden poor households. Progressive pricing – where fees are linked to income levels – along with financial support for low-income residents, can make waste services both financially viable and equitable.
Decentralised and community-based approaches
Decentralised waste management is emerging as a powerful tool for inclusive urban growth. Instead of relying solely on large centralised landfills, cities can invest in community-level composting, local recycling centres, and source-segregation programmes. These approaches reduce transportation costs, create local employment, and give communities a direct role in managing their waste.
Public engagement is essential. Cities that consistently invest in awareness campaigns and community education around waste segregation and recycling have seen significant reductions in mixed waste volumes over time. Japan’s Toyama, for instance, developed an 18-hectare Eco-Town – an industrial park featuring multiple waste-to-useable product companies – that showcases new recycling technologies and promotes a recycling-oriented society.
Planning for the needs of the urban poor
Sustainable urban development that ignores the needs of the urban poor is incomplete. Rapid urbanisation in many regions has outpaced the development of housing, infrastructure, and basic services, leading to the growth of slums and informal settlements. These areas are often the most exposed to environmental hazards and the least served by municipal infrastructure.
The World Bank has invested in addressing this directly. In Indonesia, the National Slum Upgrading Project improved living conditions for 8.7 million people by providing access to better sanitation, solid waste collection, improved drainage, and all-season roads. In Mexico, a housing project targeted low-income beneficiaries – with 70% of support going to households earning below 2.7 times the minimum wage – while ensuring all housing met energy efficiency standards.
Inclusive urban planning requires that marginalised communities have a seat at the table. Participatory planning processes – where residents, including the urban poor, have input into decisions that affect their neighbourhoods – produce better outcomes and foster a sense of ownership and accountability.
Building resilient cities: disaster risk reduction in urban planning
Cities face a growing array of threats – from flooding and heatwaves to earthquakes and storms. Climate change is intensifying these risks, and rapid, unplanned urbanisation is making cities more vulnerable. Building resilience is about ensuring that cities can withstand, adapt to, and recover from these shocks.
Why urban resilience matters
UN-Habitat defines a resilient city as one that can prepare for, and respond to, all hazards – both sudden and slow-onset. Every year, an estimated 26 million people are pushed into poverty by natural disasters, with the poorest communities suffering the most. Without adequate planning, the number of people vulnerable to such disasters will only grow as urban populations increase.
Climate-resilient planning is not separate from sustainable urban development – it is an integral part of it. The UN-Habitat World Cities Report 2024 makes this clear: urban planning and design should promote localised, context-specific climate solutions, and infrastructure investment must be directed toward underserved communities most at risk from climate-induced hazards.
The Sendai Framework and SDG 11
The global community has established clear frameworks for disaster risk reduction. The Sendai Framework for Disaster Risk Reduction 2015-2030 sets out four priorities: understanding disaster risk, strengthening governance to manage it, investing in risk reduction for resilience, and enhancing preparedness for effective response. SDG 11 requires cities to adopt and implement integrated policies for disaster resilience and risk management.
Good progress has been made. The number of countries with national and local disaster risk reduction strategies has doubled since the SDGs were adopted in 2015. The Making Cities Resilient 2030 (MCR2030) initiative, led by the UN Office for Disaster Risk Reduction, provides cities with a three-stage roadmap toward resilience, along with tools, knowledge, and monitoring capabilities.
Key strategies for disaster-resilient urban planning
Hazard mapping and risk assessment form the foundation. Using tools such as GIS-based simulations and climate models, planners can identify flood-prone zones, heat-vulnerable areas, and earthquake-risk districts. This data informs where and how development should occur.
Green-blue infrastructure is increasingly central to resilience planning. Permeable surfaces, rainwater harvesting systems, and urban wetlands manage stormwater naturally while reducing flood risk. Cities like Rotterdam have pioneered this approach, implementing flood barriers, elevated public spaces, and green roofs to address the risks of rising sea levels and extreme weather.
Building codes and land-use zoning are practical tools to reduce vulnerability. Restricting construction in floodplains, requiring earthquake-resistant building standards, and ensuring that critical infrastructure (hospitals, schools, power systems) is built to withstand disasters are all measures that save lives.
Community-based preparedness is equally important. Resilience isn’t just about infrastructure – it involves educating communities, establishing early warning systems, and ensuring local governments have the capacity to respond quickly when disasters strike. Involving communities in planning decisions ensures that local knowledge and needs are reflected in resilience strategies.
Climate adaptation and the equity dimension
It’s important to recognise that climate risks are not distributed equally. Slums and informal settlements are often in the most hazard-prone locations – along riverbanks, on steep slopes, or in low-lying coastal areas. Residents of these areas have the fewest resources to prepare for or recover from disasters. Any resilience plan that doesn’t prioritise these communities will deepen existing inequalities rather than reduce them.
The World Economic Forum emphasises that integrated resilience strategies must equally prioritise biodiversity, nature, and social equity alongside emissions reduction. Focusing only on technical infrastructure, while ignoring the people most at risk, leads to incomplete and unjust outcomes.
Bringing it all together: the role of governance and coordination
Sustainable and resilient urban development doesn’t happen in silos. It requires coordination across multiple levels of government and across sectors – housing, transport, waste, water, energy, and disaster management. In OECD countries, local governments account for 55% of public investment and play a central role in policies like housing, transport, and climate adaptation.
The challenge lies in breaking down sectoral silos. A city’s waste management policy should complement its transport plan. Its disaster resilience strategy should inform its housing policy. And all of these should be guided by the principle of inclusion – ensuring that growth benefits everyone, especially those who have been historically left behind.
National urban policies also matter. Frameworks like the New Urban Agenda, adopted at Habitat III in 2016, provide a global blueprint for sustainable urban development. But implementation happens locally, which is why investment in local governance capacity, data analytics, and participatory planning processes is critical.
Looking ahead
The path to sustainable urban development is neither simple nor straightforward. Cities are complex systems, and every planning decision involves trade-offs. But the evidence is clear: compact, well-connected, inclusive, and resilient cities offer a far better future than sprawling, unequal, and disaster-prone ones. The tools and frameworks exist. What’s needed now is the political will, coordinated investment, and community engagement to put them into practice at scale.
