More than half the world’s population now lives in cities, and that share is projected to reach nearly 70% by 2050. But urban growth has a darker side. According to UN data, roughly 1.1 billion people were living in slums or slum-like conditions as of 2022 – that’s about one in four urban residents globally. These aren’t just statistics. Behind them are families navigating unsafe housing, absent sanitation, and limited access to healthcare, education, and stable income. Understanding how urban poverty takes shape – and what can be done about it – is essential for building cities that work for everyone.

What is urban poverty and how does it differ from rural poverty?

Urban poverty refers to inadequate access to housing, employment, healthcare, education, and social services among people living in cities. While rural poverty is often linked to agricultural limitations and geographic isolation, urban poverty exists in close proximity to wealth and opportunity – yet access to both remains out of reach for millions.

The most visible outcome of urban poverty is the growth of slums – densely populated settlements with substandard housing and poor access to basic services. These areas typically spring up on marginal land – hillsides, floodplains, or zones near industrial sites – that formal developers have avoided. Residents build homes with whatever materials they can find or afford, creating structures that offer little protection against weather, fire, or disease.

Characteristics of urban poverty

Lack of land rights and insecure tenure

One of the most crippling features of slum life is the absence of legal ownership. Most slum residents occupy land without formal property rights or documentation. This means they face the constant threat of eviction and have no legal basis to contest displacement. Without ownership, they also cannot use their homes as collateral for loans – locking them out of formal financial systems. Research from UNU-WIDER highlights that most slum residents remain trapped in poverty across generations, partly because this insecurity prevents any long-term planning or investment.

In many rapidly urbanizing countries, weak urban planning and poor implementation have worsened the problem. Land shortages push the poorest residents to the city’s periphery, further from jobs and services, compounding their disadvantage.

Unsafe and substandard living conditions

Housing in slums is typically constructed from corrugated metal, scrap wood, plastic sheeting, or mud bricks. These materials offer minimal protection from extreme temperatures, flooding, or structural collapse. Ventilation is poor. Overcrowding is the norm – in some slums of Kolkata, over 10 people share a single 45-square-metre room. In Kibera, Nairobi, population density is estimated at roughly 2,000 people per hectare.

Slums also tend to be located in hazard-prone areas – floodplains, steep slopes, or near waste dumps and factories – which increases residents’ exposure to environmental risks. The absence of basic infrastructure like paved roads, drainage, and reliable electricity further degrades living conditions.

The high cost of being poor

One of the more counterintuitive aspects of slum life is the so-called “poverty penalty.” Slum residents often pay more for basic services than middle-class city dwellers. Water, for example, frequently comes from private vendors who charge premium prices. Electricity may be accessed through informal and dangerous connections. Food costs are higher because families lack storage and must purchase in small quantities. Despite living in the worst conditions, slum dwellers may spend a larger share of their income on basic needs than residents of formal neighbourhoods with access to subsidised municipal services.

Health and security issues in slums

Disease and overcrowding

The combination of overcrowding, absent sanitation, and contaminated water creates ideal conditions for disease transmission. According to the World Health Organization, children in slums face heightened risk of diarrhoeal diseases due to contaminated water and poor sanitation, while overcrowding drives airborne transmission of diseases like tuberculosis.

Waterborne illnesses – cholera, typhoid, and dysentery – are especially common. A review published in BMC International Health and Human Rights describes slum communities as major reservoirs for a broad range of health conditions. The formal health sector typically encounters these diseases at advanced stages, making treatment far more costly and outcomes much worse compared to non-slum populations.

Vector-borne diseases are another persistent threat. Standing water from poor drainage and accumulated waste creates breeding grounds for mosquitoes that carry dengue, malaria, and chikungunya. Rats thrive in garbage-filled environments, spreading leptospirosis and other infections. Research in The Lancet has noted that disease-carrying vectors flourish in slum environments, and children are particularly vulnerable due to under-nutrition and poor sanitation, which predispose them to chronic diarrhoea, stunted growth, and impaired cognitive development.

Respiratory illnesses and indoor air pollution

Many slum households rely on solid fuels – wood, charcoal, or dung – for cooking. In poorly ventilated, cramped spaces, the resulting indoor air pollution drives high rates of respiratory infections and chronic lung diseases. This is compounded by outdoor pollution from nearby industries and open waste burning, creating a dual burden on residents’ lungs.

Mental health and domestic violence

The chronic stress of insecure housing, poverty, and daily uncertainty takes a serious toll on mental wellbeing. Depression, anxiety, and trauma are widespread in slum communities. Domestic violence rates are elevated. Children growing up in these environments may experience developmental delays that affect their long-term health and economic prospects. Yet mental health services are almost entirely absent in most slum settings.

Crime and gender-based violence

Weak governance, limited policing, and a lack of economic opportunity can allow criminal activity to take root. Drug trafficking, gang violence, and extortion become daily realities for many residents. Young people with few pathways to legal employment are especially at risk of being drawn into criminal networks.

Women and girls face particular dangers. Poor lighting, isolated walkways, shared sanitation facilities, and overcrowded homes all increase vulnerability to sexual harassment and assault. The absence of reliable law enforcement means many incidents go unreported and unpunished.

Strategies for inclusive urban development

Addressing urban poverty and slum growth requires coordinated action across housing, infrastructure, economic policy, and community engagement. The World Bank identifies affordable housing, resilient infrastructure, and vibrant local economies as central pillars of sustainable urban development. Historical precedent backs this up – cities like London, New York, and Paris once had widespread slum conditions that were reduced not by economic growth alone, but through intensive policy reforms in labour protections, public health, and housing.

Slum upgrading over demolition

Forced evictions and slum clearance programmes have repeatedly failed. They displace communities, destroy social networks, and often simply push poverty to new locations. A more effective approach – now widely endorsed by development agencies – is in-situ upgrading: improving infrastructure and services within existing settlements while allowing residents to stay.

The World Resources Institute highlights Surabaya, Indonesia, as a leading example. The city’s Kampung Improvement Program, active from 1969 to 1998, used a participatory, on-site approach to upgrade traditional low-income neighbourhoods. Rather than demolishing and relocating, the programme invested in paved roads, drainage, public water taps, and sanitation within existing communities. It became an international model for slum upgrading.

Land tenure regularisation

Granting slum residents legal recognition of their land rights is one of the most powerful tools for poverty reduction. Secure tenure gives people the confidence to invest in improving their homes. It also opens access to formal credit markets and protects against arbitrary eviction. This can be achieved through simplified titling processes, collective ownership models, or intermediate tenure arrangements that offer security short of full ownership.

Affordable housing and inclusive zoning

Well-designed public and affordable housing programmes can provide viable alternatives for low-income families – but only if they are located near employment opportunities and services. Previous efforts that relocated slum dwellers to housing on city outskirts frequently failed because residents were cut off from jobs and social networks, and many eventually returned to slums.

UN Sustainable Development Goal 11 specifically targets universal access to adequate, safe, and affordable housing by 2030. Inclusive zoning policies that require affordable components in new developments and promote mixed-income communities can help prevent the formation of new slums while reducing segregation.

Water, sanitation, and basic infrastructure

Installing piped water systems, building public and household toilets, improving drainage, and establishing waste collection services are foundational interventions. These directly reduce disease burden, improve quality of life, and create conditions for further development. Innovative approaches like container-based sanitation, decentralised wastewater treatment, and point-of-use water purification can be deployed where traditional infrastructure is not yet feasible.

Economic empowerment and skills development

Addressing slum conditions without tackling poverty itself is insufficient. Most slum residents work in the informal economy – as street vendors, domestic workers, waste pickers, or casual labourers – with low wages and no job security. Vocational training, access to microfinance, and support for small enterprises can help build more sustainable livelihoods. Women’s self-help groups have proven especially effective in many countries.

Community participation and governance

UN-Habitat’s Participatory Slum Upgrading Programme demonstrates that engaging slum residents themselves in planning and decision-making leads to better outcomes. When residents help shape upgrading strategies, projects are more likely to reflect actual needs, maintain community support, and endure over time. This participatory approach also strengthens local governance and builds social capital.

Social protection programmesconditional cash transfers, food assistance, healthcare subsidies – further cushion vulnerable families against economic shocks and create space for long-term investments in education and health.

The road ahead

Urban poverty and slum growth are not inevitable consequences of urbanisation. They are the result of inadequate planning, insufficient investment, and exclusionary policies. The good news is that proven strategies exist – from tenure regularisation and in-situ upgrading to affordable housing and community-led development. The challenge lies in political will, sustained funding, and scaling up what works.

With an additional 2 billion people expected to live in slums or slum-like conditions in the coming decades if current trends continue, the urgency is real. Building inclusive cities is not just a development goal – it’s a matter of dignity and justice for over a billion people already living on the margins.
