India’s agriculture feeds over a billion people, but it does so under growing pressure – erratic monsoons, degrading soils, shrinking water tables, and the looming uncertainty of climate change. For a sector that employs nearly 58% of the population and contributes about 18% to the country’s gross value added, farming must not only produce more but do so without burning through the natural resources future generations will depend on. That is the central challenge the National Mission for Sustainable Agriculture (NMSA) was designed to address.

Mission objectives and scope
NMSA was made operational from 2014-15 as part of India’s National Action Plan on Climate Change (NAPCC) – a framework of eight national missions aimed at securing India’s development in the face of climate risks. Sustainable agriculture is one of those eight missions, and NMSA is its operational arm.
At its core, the mission aims to make Indian agriculture more productive, sustainable, remunerative, and climate resilient by promoting location-specific integrated farming systems, soil and moisture conservation, comprehensive soil health management, and efficient water use. Its primary focus is on rainfed areas – regions where less than 30% of the cultivated land has irrigation coverage – which are both the most food-insecure and the most climate-vulnerable parts of the country.
The mission’s key operational objectives include conserving natural resources through soil and moisture conservation; adopting comprehensive soil health management practices based on fertility maps and soil testing; optimising water use to achieve “more crop per drop”; building farmer capacity through coordination with other national missions; and improving the productivity of rainfed farming by mainstreaming technologies developed through the National Innovations in Climate Resilient Agriculture (NICRA) programme.
NMSA does not operate in isolation. It is designed to converge with and draw resources from other major programmes – the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), and the Integrated Watershed Management Programme (IWMP) – creating a web of complementary interventions rather than a standalone effort.
Prominent programmes under the mission
NMSA is not a single scheme but an umbrella of targeted programmes, each addressing a specific dimension of sustainable farming. The most significant among these are the Rainfed Area Development Programme, the Soil Health Management scheme, the Sub-Mission on Agro-Forestry, and the Climate Change and Sustainable Agriculture monitoring network.
Rainfed Area Development (RAD)
The Rainfed Area Development (RAD) programme is central to NMSA’s approach. It adopts an Integrated Farming System (IFS) model, where crops are combined with horticulture, livestock, fisheries, vermi-composting, apiculture, and green manuring. The rationale is straightforward: a farmer who depends on a single crop is entirely exposed to its failure. By diversifying on the same piece of land, production risk is spread, and income sources are multiplied.
RAD follows a watershed-plus framework, meaning it builds on the natural resource base created by watershed development activities and links them to productive farming systems. Since 2014-15, micro-irrigation has been expanded to over 30 lakh hectares through the PMKSY-PDMC component, which focuses specifically on drip and sprinkler technologies to reduce water wastage at the field level.
Soil Health Management (SHM) and the Soil Health Card scheme
The Soil Health Management (SHM) scheme promotes sustainable soil practices tailored to specific locations and cropping patterns. It uses soil fertility maps, GIS-based thematic mapping, and encourages organic farming and residue management. A key tool under this initiative is the Soil Health Card (SHC) scheme.
Launched in February 2015, the Soil Health Card scheme provides every farmer with a printed report covering 12 soil parameters – including nitrogen, phosphorus, potassium, micronutrients like zinc and boron, pH, electrical conductivity, and organic carbon – along with crop-specific fertiliser recommendations. The goal is to shift farmers away from blanket chemical fertiliser use toward data-driven, balanced nutrition management.
The scheme’s scale is considerable. Over 150 million Soil Health Cards have been distributed to farmers across India. Studies indicate that awareness of the scheme reached 82% among surveyed farmers, and farm profitability improved by 11-22% for various crops among those who followed the recommendations, primarily due to reduced fertiliser costs. Paddy farmers, for instance, reduced urea use by 9% and increased potassium application by 20% – a clear move toward balanced nutrient use.
In 2023, the scheme underwent a significant digital overhaul. The Soil Health Card portal was integrated with a GIS system, allowing all soil test results to be mapped geographically. A revamped mobile application with auto geo-location, QR code linking, and streamlined sample registration has made the process faster and more transparent for both farmers and extension workers.
Sub-Mission on Agro-Forestry (SMAF)
Launched in 2016-17, SMAF promotes the planting of trees on farmland alongside crops. States with liberalised transit regulations for selected tree species are prioritised. The National Agroforestry Policy of 2014 supports this by easing regulatory constraints that previously discouraged farmers from growing timber-yielding trees. Bamboo cultivation – supported under the National Bamboo Mission – is a particular focus, given its role in rural income generation and ecological restoration.
Climate Change and Sustainable Agriculture: Monitoring, Modeling and Networking (CCSAMMN)
This component supports research, knowledge dissemination, and pilot projects on climate-smart farming practices. It links NMSA with NICRA’s technology demonstrations and coordinates with other schemes to test location-specific adaptation strategies at the block level.
Supporting rural livelihoods
One of NMSA’s most direct contributions is its focus on income diversification for small and marginal farmers – the most vulnerable segment of India’s agricultural workforce. Small and marginal farmers owning less than 2 hectares of land bear the brunt of climate shocks, often without access to irrigation, credit, or insurance.
The Integrated Farming System model under RAD directly addresses this by building multiple income streams on the same landholding. When crops fail due to drought or erratic rainfall, income from livestock, fisheries, or fruit trees can cushion the loss. A 2024 study on NICRA-adopted villages – whose technologies feed directly into NMSA – found that farm household income in programme-adopted villages was over 40% higher than in non-adopted villages, and during drought years, income resilience was 19.5% better.
NMSA also promotes livelihood diversification through plantation and pasture-based composite farming, specifically targeting communities in ecologically sensitive or drought-prone zones. The Sub-Mission on Agro-Forestry creates additional income through timber and non-timber forest products, while the National Bamboo Mission supports enterprises in weaving, construction materials, and handicrafts – generating off-farm employment in rural areas.
Beyond income, the mission also works to build institutional capacity. Financial support for setting up soil testing laboratories has enabled rural youth and farmers to establish Village Level Soil Testing Labs (VLSTLs). As of February 2025, 665 VLSTLs have been established across 17 states, creating rural employment while simultaneously improving local access to soil health services.
Challenges and opportunities in sustainable agriculture
Despite its comprehensive design, NMSA’s implementation faces real and persistent challenges – many of which are structural rather than programme-specific.
Gaps in scheme adoption
The Soil Health Card scheme illustrates both the potential and the limits of well-intentioned interventions. While awareness is high, only 48% of surveyed farmers followed the recommended fertiliser application rates. Literacy, access to extension workers, and availability of subsidised micronutrients were the main factors that separated farmers who used the card effectively from those who did not. In less developed states, inadequate soil testing infrastructure and skill shortages slowed implementation significantly.
Delays between soil sampling and SHC issuance – sometimes running up to six to eight months – reduce the card’s practical utility for seasonal crop planning. A shortage of functional testing labs and mobile soil testing vans remains a bottleneck in high-need regions.
Climate pressure on rainfed agriculture
The broader climate challenge continues to intensify. Of India’s 787 districts, 109 face very high climate risk and 201 face high climate change risk, largely driven by low irrigation access, frequent droughts and floods, and small farm sizes. In 2024 alone, 3.2 million hectares of cropland were affected by extreme weather events. These conditions make the NMSA’s focus on rainfed resilience more urgent than ever.
Research published in 2025 notes that India’s rainfed crop systems – especially in Odisha, Andhra Pradesh, and Tamil Nadu – are particularly vulnerable, and that promoting climate-resilient farming through models like NMSA is now being cited internationally as a replicable strategy for the Global South.
Barriers for small and marginal farmers
High initial investment costs and limited risk coverage during the transition from conventional to sustainable farming remain significant obstacles. Government agencies often promote organic farming as a climate adaptation strategy, but the lack of resources makes adoption difficult for small to marginal farmers. Systemic exclusions related to caste, gender, and geography further concentrate these barriers among the most vulnerable groups.
Opportunities ahead
The opportunities are equally significant. Digital tools – mobile apps, GIS-integrated portals, and satellite-based advisory platforms – are lowering the cost of reaching farmers at scale. The SARATHI platform launched by India’s Ministry of Agriculture is one example of how digital insurance products can help bridge the 40% coverage gap among rural farming households. Integrating such tools with NMSA’s extension framework could meaningfully improve both adoption and resilience outcomes.
There is also growing recognition – reflected in India’s Nationally Determined Contributions under the Paris Agreement – that sustainable agriculture is not just an environmental goal but a climate commitment. NMSA’s alignment with the NAPCC positions it well to attract increased funding and inter-ministerial coordination as India accelerates its climate action agenda.
