India’s natural resources – its forests, wetlands, medicinal plants, and biodiversity-rich ecosystems – sustain the livelihoods of hundreds of millions of people, particularly in rural and tribal areas. Protecting these resources while improving the quality of life of communities that depend on them is not an either-or choice. Over the decades, the Government of India has designed a range of schemes and programmes that treat conservation and rural development as two sides of the same coin. Understanding what these programmes do, how they work, and where they are headed offers important insight into the future of sustainable resource management in the country.

Why government schemes matter for conservation and livelihoods
Natural resource degradation and rural poverty are deeply linked. When forests are depleted, communities lose access to fuelwood, fodder, medicinal plants, and non-timber forest products (NTFPs) that form a significant part of their daily income and subsistence. Conversely, when rural communities have no alternative livelihood options, they are forced to extract resources beyond sustainable limits.
Government schemes address this cycle directly. By combining ecological restoration with employment generation, access to markets, and capacity building, these programmes create conditions where communities become stakeholders in conservation rather than threats to it. India’s Ministry of Environment, Forest and Climate Change (MoEFCC) has consistently designed its flagship programmes around this integrated approach, relying on decentralised, participatory models rather than top-down enforcement.
Key programmes for natural resource conservation
National Afforestation Programme (NAP)
The National Afforestation Programme (NAP), launched in 2002 as a 100% centrally funded scheme under the National Afforestation and Eco-development Board (NAEB), is one of India’s most significant forestry programmes. Its core objective is the ecological restoration of degraded forests and development of forest resources through people’s participation, with a specific focus on improving livelihoods of forest-fringe communities, especially the poor.
What makes NAP distinctive is its decentralised delivery model. The scheme is implemented through a two-tier mechanism – Forest Development Agencies (FDAs) at the forest division level, and Joint Forest Management Committees (JFMCs) at the village level. This structure ensures that local communities are directly involved in decision-making about which species to plant, how to manage land, and how to share benefits. Since its inception, more than 21 lakh hectares of sanctioned area have been taken up for treatment and afforestation across various states.
National Mission for a Green India (GIM)
As India’s afforestation priorities evolved, the National Mission for a Green India (GIM) was launched in 2014 under the National Action Plan on Climate Change. NAP has since been merged into GIM to consolidate greening efforts under a single budgetary framework. GIM goes beyond plantation to address ecosystem services more broadly.
The mission encompasses restoration of degraded forests, expansion of tree cover in urban and peri-urban areas, management of agro-forestry practices, and the establishment of bamboo forests. On the livelihood side, GIM aims to support diversification of forest-based livelihoods for approximately 3 million households living in and around forests , making it one of the most ambitious social forestry programmes in the country. The mission also specifically supports the development of youth as Community Foresters – skilled local change agents who bridge communities and forest departments.
Man and the Biosphere (MAB) Programme and India’s biosphere reserves
UNESCO’s Man and the Biosphere (MAB) Programme, launched in 1971, offers an internationally recognised framework for sites that balance biodiversity conservation with sustainable human use. It is an intergovernmental scientific programme combining natural and social sciences with a view to improving human livelihoods and safeguarding natural ecosystems, promoting approaches to economic development that are socially, culturally, and environmentally sustainable.
India initiated its national biosphere reserve programme in 1986. The country now has 18 notified biosphere reserves covering approximately 91,425 sq. km, of which 13 are recognised by UNESCO’s World Network of Biosphere Reserves (WNBR). Each biosphere reserve is structured around three zones: a strictly protected core zone, a buffer zone permitting limited activities like research and controlled tourism, and a transition zone where sustainable human activities coexist with conservation. These reserves complement other national initiatives such as Project Tiger, Project Elephant, the Green India Mission, and the National Biodiversity Action Plan, creating a holistic framework for conservation and sustainable livelihoods.
Integrating livelihoods with conservation
National Bamboo Mission (NBM)
Bamboo is one of the most versatile and rapidly renewable natural resources in India, with applications ranging from construction, furniture, and textiles to food and herbal medicine. The National Bamboo Mission (NBM), originally launched in 2006-07 and restructured in 2018-19 under the National Mission for Sustainable Agriculture, was designed to harness this potential for both ecological and economic benefit.
NBM focuses on sustainable cultivation, value addition, and marketing of bamboo products, with the aim of enhancing rural livelihoods, fostering industrial growth, and contributing to environmental conservation. The restructured mission adopted a cluster-based, hub-and-spoke model, covering 24 states and union territories. It supports farmers and MSMEs through financial assistance, Farmer Producer Organisation (FPO) formation, and skill development.
The environmental case for bamboo is equally compelling. Bamboo cultivation contributes to carbon sequestration, water and soil conservation, making it a principal climate change mitigation and environmental sustainability instrument. Importantly, it also reduces pressure on natural forests by providing an alternative raw material source. The mission specifically targets regions like the North East and states such as Madhya Pradesh, Chhattisgarh, Odisha, Maharashtra, and Karnataka – areas where communities have traditionally depended on bamboo-based crafts and livelihoods.
National Medicinal Plants Board (NMPB)
India’s traditional medicine systems – Ayurveda, Unani, Siddha, and Homoeopathy – depend heavily on medicinal and aromatic plants. A large share of these plants continue to be harvested from the wild, placing enormous pressure on natural populations. The National Medicinal Plants Board (NMPB), established on 24 November 2000 and now functioning under the Ministry of AYUSH, was set up to address this challenge systematically.
NMPB coordinates all matters relating to medicinal plants and supports policies and programmes for the growth of trade, export, conservation, and cultivation. Its Central Sector Scheme on Conservation, Development and Sustainable Management of Medicinal Plants supports in-situ conservation within natural habitats, ex-situ cultivation by farmers, establishment of Medicinal Plant Conservation Areas (MPCAs), and herbal gardens in schools, colleges, and government institutions.
The results have been tangible. NMPB has sanctioned 61 conservation projects to State Forest Departments across 27 states, conserving 347 endangered species – including trees, shrubs, climbers, and herbs – at various locations. On the livelihoods side, financial support for the cultivation of priority species such as Ashwagandha, Tulsi, and Safed musli has created direct income opportunities for farmers, particularly in forest-fringe areas where alternative income sources are limited.
Convergence with broader rural development programmes
A key feature of effective conservation policy in India is the convergence of forest and natural resource schemes with major rural development programmes. The Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) has been extensively used to fund plantation activities, nursery management, and soil and moisture conservation works – activities that serve both ecological restoration and wage employment for rural households below the poverty line.
Similarly, the National Agroforestry Policy and the Sub-Mission on Agroforestry (SMAF) encourage farmers to integrate trees with crops and livestock, improving both farm productivity and ecological cover. These convergences ensure that conservation outcomes are not achieved in isolation but are embedded within the broader architecture of rural livelihood support.
Future directions in policy and programme development
While India’s conservation programmes have delivered meaningful results, several challenges remain. Fragmented land holdings, inconsistent funding, gaps in market linkages, and limited awareness among communities – particularly in remote areas – continue to constrain outcomes. The future of these programmes will depend on addressing these gaps through smarter policy design.
A few emerging directions are already shaping the next generation of conservation-linked livelihood programmes. First, there is growing emphasis on landscape-level planning that treats forest, farmland, and community land as an integrated unit rather than separate sectors. GIM’s cross-sectoral, landscape-based approach reflects this shift. Second, technology – including satellite monitoring, mobile-based farmer advisory systems, and digital market platforms – is increasingly being used to improve programme monitoring, reduce transaction costs, and connect producers to markets.
Third, the recognition of community rights under frameworks like the Forest Rights Act, 2006 is gradually transforming conservation governance. When communities have legal tenure over their forests and natural resources, their incentive to protect them increases substantially. Future programmes will need to deepen this alignment between rights, responsibilities, and incentives.
Finally, climate finance is opening new opportunities. India’s nationally determined contributions under the Paris Agreement include ambitious targets for expanding forest and tree cover to create additional carbon sinks. Linking existing conservation programmes to carbon markets and international climate funds could significantly expand the resources available for both ecological restoration and rural livelihoods.
