For millions of rural households in India, livestock is not simply a farming activity – it is a financial lifeline. Whether it is a smallholder family relying on a buffalo’s daily milk to meet household expenses or a woman managing a backyard poultry unit to supplement farm income, animals are deeply woven into the fabric of rural livelihoods. Understanding how livestock development programmes support these communities reveals how targeted policy can drive sustainable economic change from the ground up.

The role of livestock in rural economies

India holds one of the world’s largest livestock populations. According to the Department of Animal Husbandry and Dairying, the livestock sector’s contribution to total agriculture and allied sector Gross Value Added (GVA) rose from 24.38% in 2014-15 to 30.23% in 2022-23, with the sector accounting for 5.50% of the country’s total GVA. Dairy alone is the single largest agricultural commodity, directly employing over 80 million farmers.

For smallholder farmers specifically, livestock carries even greater weight. Research on livestock statistics in India shows that livestock contributes 16% to the income of small farm households, compared to an average of 14% across all rural households. For farmers with the smallest landholdings, the share is considerably higher – one analysis of farmer incomes found livestock contributing around 26% of household income for those in the lowest landholding class, compared to just 7% for the largest landholders. This underlines a critical point: livestock matters most to those with the least land.

Beyond direct income, livestock provides a safety net. FAO’s research on livestock and rural livelihoods highlights that animals are generally more resilient to environmental shocks than crops, can be sold quickly in times of financial distress, and generate steady “flow” income through milk and eggs – small but consistent cash streams that help households meet day-to-day needs. Livestock also contribute indirectly through draught power for cultivation and organic manure for soil fertility, enhancing overall farm productivity.

Key initiatives in livestock development

Recognising livestock’s role in rural welfare, the Government of India has launched major centrally sponsored schemes to improve the sector’s productivity, health, and sustainability. Two of the most significant are the Rashtriya Gokul Mission (RGM) and the National Livestock Mission (NLM).

Rashtriya Gokul Mission

The Rashtriya Gokul Mission was launched in December 2014 with a focus on the development and conservation of indigenous bovine breeds. Its core goal is to increase milk production and make dairying more remunerative for rural farmers. The mission continues under the umbrella scheme Rashtriya Pashudhan Vikas Yojna from 2021 to 2026, with a budget allocation of ₹2,400 crore.

The mission operates through several concrete interventions. Its Nationwide Artificial Insemination Programme has so far covered 7.3 crore animals with over 10.17 crore artificial inseminations performed, benefiting 4.58 crore farmers. To deliver these services directly to farmers, the mission trained and deployed MAITRIs (Multipurpose Artificial Insemination Technicians in Rural India) – over 38,700 of them trained in the last three years alone. A particularly impactful innovation is the use of sex-sorted semen technology, which produces female calves with up to 90% accuracy, directly boosting dairy herd quality and limiting the stray cattle population.

The mission also established Gokul Grams – integrated indigenous cattle development centres designed to conserve native breeds, produce high-quality breeding stock, and generate economic resources through the sale of organic manure, biogas energy, and A2 milk products. The National Digital Livestock Mission (Livestack/Bharat Pashudhan) was implemented under RGM as a digital platform for tracking animal health, breeding records, and vaccination in real time, bringing transparency and efficiency to livestock management.

National Livestock Mission

Launched in 2014-15 and revised in 2021-22, the National Livestock Mission (NLM) takes a broader view of the livestock sector, covering small ruminants, poultry, piggery, and fodder development in addition to bovines. Its primary focus is employment generation and entrepreneurship development, particularly for marginalised rural communities.

The NLM provides a 50% capital subsidy for establishing livestock farms, fodder units, and storage facilities, channelled through NABARD and accessible via an online portal. The mission’s year-end review highlights its focus on increasing per-animal productivity and raising production of meat, goat milk, eggs, and wool. Key sub-missions address breed development of livestock and poultry, feed and fodder development, and research and innovation. The NLM also includes a dedicated livestock health component supporting vaccination programmes, disease surveillance, and Mobile Veterinary Units (MVUs) that bring veterinary care directly to farmers’ doorsteps.

For market access, the mission promotes Livestock Producer Organizations (LPOs), which help smallholders collectively negotiate better prices and access formal markets. Livestock insurance support is also available under NLM to protect farmers from losses due to disease or animal mortality.

Empowering rural women through livestock

One of the most important but often under-recognised dimensions of livestock development is its connection to women’s empowerment. Official data from the Rashtriya Gokul Mission acknowledges that over 70% of the work involved in livestock farming is undertaken by women, making their inclusion in development schemes not just desirable but essential.

Despite performing the majority of the labour – feeding, milking, cleaning, and managing animal health – women in livestock farming have historically had limited ownership over income, land, and formal credit. Development programmes are now specifically addressing this gap. Research published by the Indian Economic Service notes that 85% of rural women are engaged in the livestock sector in India, and that the increasing feminisation of livestock farming makes women’s economic inclusion central to the sector’s future health.

Both RGM and NLM extend special provisions for women. Under the NLM, higher subsidy rates apply for women entrepreneurs, Scheduled Castes, Scheduled Tribes, and farmers in North Eastern and Himalayan states. Self-Help Groups (SHGs) – which are predominantly women-led in rural India – are eligible applicants for livestock development support, allowing women to access financial assistance collectively.

Community-based models have demonstrated what is possible when women are centred in livestock development. Research documented by Down to Earth shows that NGO-led, women-centric cooperatives in states like Madhya Pradesh and Bihar achieved up to 75% income growth while dramatically reducing livestock mortality – outcomes that demonstrate the transformative potential of combining financial support with community organisation and training.

Challenges and future directions in livestock development

Despite significant progress, rural livestock development in India faces persistent structural challenges that limit the reach and impact of even well-funded programmes.

Disease control

Animal disease remains a major threat to livestock productivity and farmer incomes. The Livestock Health and Disease Control Programme (LHDCP) addresses diseases like Foot and Mouth Disease (FMD), Brucellosis, and Lumpy Skin Disease through national vaccination campaigns, but coverage and enforcement vary across states. Mobile Veterinary Units have expanded access to veterinary care, but veterinary infrastructure in remote areas remains thin. Analysts point out that strengthening disease surveillance systems and promoting biosecurity at farm and market levels is critical for sustainable livestock production.

Feed and fodder scarcity

A persistent fodder deficit constrains the productivity of livestock across India. Studies estimate a 35% fodder deficit that limits weight gain, milk yield, and reproductive performance. The NLM’s Feed and Fodder Development sub-mission supports silage-making units, hay bailing infrastructure, and certified fodder seed chains, but scaling these interventions to meet actual demand remains a work in progress.

Market access and subsidy reach

Market fragmentation is a significant barrier, particularly for producers of small ruminants and poultry. Without reliable market linkages, farmers are forced to sell through intermediaries at low prices, reducing the income gains from productivity improvements. Data indicates that only 35% of marginal farmers have accessed NLM subsidies, partly due to complex eligibility requirements and limited awareness at the grassroots level.

The path forward

The future of rural livestock development will depend on combining technological advancement with inclusive delivery systems. Genomic tools like the indigenously developed Gau Chip and Mahish Chip for cattle and buffalo respectively represent a new frontier in breed improvement. Digital platforms like Bharat Pashudhan are improving real-time tracking of animal health and breeding outcomes. However, technology alone is insufficient. Simplifying subsidy access, expanding veterinary outreach, building functioning market infrastructure for small ruminants and poultry, and deepening women’s ownership and decision-making in livestock enterprises are all necessary steps for the sector to deliver on its potential as an engine of inclusive rural growth.
