India is home to some of the world’s most biodiverse forests, yet decades of deforestation, encroachment, and land degradation have taken a serious toll on its green cover. To reverse this trend, the Government of India launched the National Afforestation Programme (NAP) in 2002 under the National Afforestation and Eco-development Board (NAEB), Ministry of Environment, Forest and Climate Change. More than just a tree-planting drive, the NAP is a structured, community-driven initiative designed to restore degraded forest lands, improve biodiversity, and strengthen rural livelihoods – all at the same time.

Objectives of the afforestation programme

The NAP was built around a clear hierarchy of goals. At its broadest level, the Revised Operational Guidelines (2009) define the programme’s super-goal as the sustainable development and management of forest resources. Below that, the programme aims to increase and improve forest and tree cover across the country, and at its most operational level, to rehabilitate degraded forests by institutionalizing decentralized, participatory forest management.

In practical terms, this means the NAP focuses on three core outcomes. First, it targets ecological restoration – bringing degraded forest lands back to productive health through scientific plantation, natural regeneration, and soil and moisture conservation. Second, it prioritizes biodiversity recovery by encouraging the use of native, multi-use species that support local wildlife and ecosystem balance rather than fast-growing monocultures. Third, the programme emphasizes livelihood improvement for forest-fringe communities, especially the rural poor who depend most heavily on forest resources. This last objective distinguishes the NAP from older, purely technical afforestation efforts – it treats community well-being and ecological health as inseparable goals.

Programme structure and implementation

One of the NAP’s defining features is its decentralized, three-tier institutional structure, which channels government funds and decision-making authority directly down to village level.

State Forest Development Agency (SFDA)

At the top of the structure sits the State Forest Development Agency, a registered society at the state or union territory level. The SFDA serves as a federation of all the Forest Development Agencies within its jurisdiction. It is responsible for overall coordination, guidance, supervision, and monitoring of the programme at the state level. Funding from the central government flows through the SFDA before reaching implementing agencies on the ground. The NAP operates on a 60:40 fund-sharing pattern between the Centre and states, with a more supportive 90:10 ratio for northeastern and hilly states.

Forest Development Agency (FDA)

At the forest division level, the Forest Development Agency acts as the key project management body. FDAs operationalize the afforestation plan within their territorial boundaries, oversee micro-planning, ensure proper fund utilization, and monitor field-level implementation. They coordinate directly with village-level committees to translate plans into on-ground action. According to government records, 715 FDAs had been operationalized covering a sanctioned area of 9.23 lakh hectares as of 2006, with significant expansion in subsequent years.

Joint Forest Management Committees (JFMCs)

At the base of the structure are the Joint Forest Management Committees, registered village-level societies that are the actual implementing units of the programme. JFMCs are responsible for planning, executing, and monitoring afforestation work within their micro-plan areas. They decide which species to plant based on local ecological conditions and community needs, manage soil and moisture conservation activities, and handle fencing and protection of newly planted areas. Crucially, women’s membership of at least 50% is mandatory in these bodies, and Scheduled Castes and Scheduled Tribes are prioritized as the core beneficiary groups.

The seven plantation models under the NAP cover a range of contexts – from dense forest restoration to bamboo cultivation, medicinal plant gardens, and rehabilitation of jhum (shifting cultivation) lands in northeastern states. This flexibility allows the programme to adapt to diverse ecological and social conditions across India’s varied landscapes.

Impact on local communities

The NAP is not simply an environmental intervention – it is a rural development instrument. By placing JFMCs at the center of implementation, the programme generates direct employment for villagers in tree planting, maintenance, fencing, nursery development, and monitoring activities. For communities living on the margins of forests, these are often the most accessible and reliable sources of wage income available locally.

Beyond wages, the programme supports the development of small and micro forest enterprises (SMFEs) that allow JFMC members to add value to forest products and access markets. This includes activities such as processing and selling bamboo, medicinal herbs, and non-timber forest products – diversifying household income in a sustainable way. As research on community-linked afforestation has increasingly shown, when local populations are involved in both planning and benefit-sharing, projects deliver more equitable and lasting outcomes.

The NAP also builds long-term capacity. State Forest Departments and the seven Regional Centres of NAEB regularly train FDA and JFMC members in forest management, ecological monitoring, and sustainable harvesting. This capacity-building function helps communities manage their forest resources independently over time, reducing dependence on external support and strengthening local governance of natural resources.

Success stories and challenges

Key achievements

Since its launch, the NAP has contributed meaningfully to India’s expanding forest cover. According to the India State of Forest Report (ISFR) 2021, the country’s total forest and tree cover reached 8,09,537 square kilometres – representing 24.62% of India’s geographical area – compared to 7,94,245 sq km (24.16%) in 2015. This increase of over 15,000 sq km is attributed in significant part to afforestation efforts, community participation in protection, and expansion of trees outside formal forest areas. The government released over ₹3,874 crore to states under the NAP from its inception through 2018-19, covering a sanctioned treatment area of 21 lakh hectares.

Recognizing the programme’s value, the government has since merged NAP into the National Mission for a Green India (GIM), consolidating budgetary allocations under a single head to amplify overall greening efforts. GIM itself, from 2015-16 to 2020-21, facilitated afforestation across 11.22 million hectares, reflecting the expanded scale of India’s forest restoration ambitions.

Persistent challenges

Despite these gains, the NAP has faced real and persistent hurdles. Funding delays have been a recurring issue – central funds released to state governments sometimes take considerable time to reach SFDAs and ultimately the JFMCs, disrupting planting schedules and maintenance cycles. Land tenure disputes also complicate ground-level implementation; when ownership of degraded land is unclear or contested, communities are less willing to invest effort in long-term restoration.

Species selection remains a concern flagged by ecologists. As environmental researchers have pointed out, some plantation drives have favored commercially convenient or fast-growing exotic species over native, ecologically appropriate ones – undermining biodiversity goals even when tree cover numbers look positive on paper. There is also the challenge of genuine community participation: while the JFMC structure formally includes local voices, critics note that consultations with gram sabhas and forest-dwelling communities are not always substantive, limiting local ownership and long-term stewardship. Finally, climate variability – unpredictable rainfall, drought, and rising temperatures – affects the survival rate of newly planted trees, adding ecological uncertainty to programme outcomes.

The road ahead

India’s National Afforestation Programme represents a significant shift in how forest restoration is approached – from a top-down, department-controlled exercise to a participatory model that places communities at the center. The three-tier structure of SFDA, FDA, and JFMCs is designed precisely to bridge government intent with village-level reality. While challenges around funding flows, species diversity, and authentic community engagement persist, the framework itself holds the right principles: decentralization, local empowerment, and the linking of ecological recovery to human livelihoods. As NAP’s work continues under the broader Green India Mission umbrella, addressing these implementation gaps will be critical to turning India’s green cover targets into lasting, biodiverse landscapes.
