India is urbanizing at an extraordinary pace. By 2036, the country’s cities will be home to over 600 million people, each expecting reliable jobs, decent housing, clean water, and functioning sanitation. Indian cities already contribute around 63% of national GDP, and that share is projected to grow. But this rapid growth comes with real costs – congestion, pollution, shrinking green cover, and stressed infrastructure. The challenge before India is clear: how to grow cities that are economically productive without destroying the environment or leaving millions behind. That, in essence, is the promise of sustainable urban development.

What is sustainable development?

Sustainable development rests on a simple but powerful idea: growth today should not come at the cost of tomorrow. It means meeting the needs of the present generation – food, shelter, energy, livelihoods – without depleting the resources or degrading the environment that future generations will depend on. The concept operates on three interconnected pillars: environmental sustainability (protecting ecosystems, reducing pollution, conserving natural resources), social sustainability (ensuring equity, access to education and healthcare, social justice), and economic sustainability (fostering growth that is inclusive and does not exhaust the natural capital base).

These three pillars are not separate goals competing for priority. They are deeply interlinked. An economy that degrades its rivers, air, and forests will eventually undermine the very foundations of growth. A society that leaves large segments of its population in poverty will face instability. And environmental protection that ignores livelihood needs will lack political support. Sustainable development asks policymakers, businesses, and communities to balance all three dimensions simultaneously.

In the context of cities, this translates into very specific concerns: Can cities provide affordable housing without unchecked sprawl? Can public transport systems reduce emissions while improving mobility? Can water and sanitation infrastructure serve growing populations without depleting freshwater sources? These are not abstract questions. Indian cities deal with them every day.

The Brundtland Report and its lasting influence

The modern understanding of sustainable development owes a great deal to a single landmark document. In 1987, the World Commission on Environment and Development (WCED), chaired by former Norwegian Prime Minister Gro Harlem Brundtland, published a report titled Our Common Future. This report – widely known as the Brundtland Report – gave the world its most widely cited definition of sustainable development: development that meets the needs of the present without compromising the ability of future generations to meet their own needs.

Why the Brundtland Report mattered

Before this report, environmental protection and economic development were largely treated as opposing goals. The prevailing assumption was that you could either grow your economy or protect your environment – not both. The Brundtland Commission rejected this framing. It argued that environmental degradation and poverty are deeply connected, and that addressing one without the other would fail. As one senior adviser to the Commission later noted, the report’s lasting impact was that economic and environmental policy could no longer be discussed in separate compartments.

The report also introduced two important principles. The Polluter Pays Principle holds that entities causing environmental damage should bear the costs of cleaning it up. The Precautionary Principle urges governments to take preventive action even when scientific certainty about environmental harm is incomplete. Both of these principles continue to shape environmental law and policy worldwide.

From Brundtland to global frameworks

The Brundtland Report’s influence did not stop at definitions. It directly led to the 1992 Earth Summit in Rio de Janeiro, which produced foundational agreements like the Rio Declaration, Agenda 21, and the Convention on Biological Diversity. A decade later, the 2002 World Summit on Sustainable Development in Johannesburg extended these commitments further. And in 2015, the intellectual groundwork laid by the Brundtland Commission found its fullest expression in the United Nations Sustainable Development Goals (SDGs) and the Paris Agreement on climate change. The thread from a 1987 report to the global policy architecture of today is direct and unmistakable.

Urbanization and the Sustainable Development Goals

Among the 17 SDGs adopted by the United Nations in 2015, SDG 11 is specifically dedicated to making cities and human settlements inclusive, safe, resilient, and sustainable. This is not a peripheral goal. Given that over half the world’s population already lives in urban areas – a figure expected to reach 70% by 2050 – the sustainability of cities is central to the entire 2030 Agenda.

What SDG 11 covers

SDG 11 sets out a comprehensive agenda with ten specific targets. These include ensuring access to adequate, safe, and affordable housing; providing sustainable transport systems; enhancing inclusive and participatory urban planning; protecting cultural and natural heritage; reducing the impact of natural disasters; lowering the environmental footprint of cities; and providing universal access to green and public spaces. The goal also calls for stronger national and regional development planning and support for least developed countries in building resilient structures.

The stakes are significant. Cities occupy just 3% of the Earth’s land but account for 60-80% of global energy consumption and roughly 75% of carbon emissions. Urban areas face escalating risks from extreme heat, flooding, and air pollution. In 2022, approximately a quarter of the world’s urban population still lived in slums or slum-like conditions. SDG 11 recognizes that sustainable development is simply not achievable without transforming how cities are planned, built, and managed.

How SDG 11 connects to other goals

SDG 11 does not operate in isolation. Sustainable cities directly affect progress on health (SDG 3), clean water and sanitation (SDG 6), climate action (SDG 13), and responsible consumption (SDG 12). For instance, well-designed urban transport systems reduce carbon emissions while improving economic productivity. Green spaces in cities can manage stormwater, reduce heat, and improve public health simultaneously. Urban governance reforms can tackle inequality (SDG 10) and promote decent work (SDG 8). In this sense, getting cities right has a multiplier effect across the entire sustainable development agenda.

India’s role in promoting urban sustainability

India’s urbanization trajectory makes it one of the most consequential countries in the global sustainability story. With an urban population expected to nearly double to 951 million by 2050, the decisions India makes now about urban planning and infrastructure will have consequences for decades. Indian cities already generate nearly two-thirds of national GDP, yet many face serious challenges: traffic congestion, air pollution, water scarcity, flooding, and a chronic shortage of affordable housing.

The Smart Cities Mission

Launched in 2015, the Smart Cities Mission (SCM) aimed to develop 100 cities as model sustainable urban centres. The Mission focused on area-based development – retrofitting existing areas, redeveloping underused zones, and developing new greenfield sites – alongside technology-driven solutions for governance, transport, energy, and water management. By May 2025, more than 8,000 projects had been completed under the SCM. While the mission drew some criticism for uneven progress across cities and delays in implementation, it represented India’s most ambitious attempt to integrate sustainability principles into urban planning at scale.

AMRUT and housing for all

The Atal Mission for Rejuvenation and Urban Transformation (AMRUT) complements the Smart Cities Mission by focusing on basic urban infrastructure – water supply, sewerage, stormwater drainage, urban transport, and green spaces – in over 500 cities. Its second phase, AMRUT 2.0, was launched with a comprehensive outlay and aims to achieve universal water supply and sewerage connections while promoting wastewater recycling and the protection of freshwater resources. Over 14,000 projects have been sanctioned under AMRUT and its successor phase.

On the housing front, the Pradhan Mantri Awas Yojana (Urban) has targeted the construction of millions of affordable homes, working to address India’s significant urban housing deficit. The programme integrates green infrastructure elements and mixed-use development approaches to prevent further urban sprawl.

The Urban Challenge Fund and new frameworks

In a significant recent development, India’s 2025-26 budget announced a โ‚น1 lakh crore (approximately USD 11 billion) Urban Challenge Fund. This initiative, developed in collaboration with the World Bank and Asian Development Bank, aims to transform Indian cities into dynamic growth hubs, creatively redevelop urban spaces, and modernize water and sanitation systems. The Fund adopts a challenge-based approach, inviting states and cities to propose innovative, bankable projects for urban transformation.

Three new knowledge frameworks underpin this initiative: Cities as Growth Hubs (focusing on integrated planning linking transport, housing, land use, and economic development), Creative Redevelopment of Cities (targeting the revitalization of urban cores, brownfield sites, and underused public assets), and Water and Sanitation in Indian Cities (prioritizing outcome-based service delivery rather than just infrastructure construction).

Climate resilience as a priority

Indian cities face growing climate risks. Severe flooding events in Mumbai (2021) and Bengaluru (2024) exposed critical infrastructure weaknesses. Urban heat islands are causing temperatures in city centres to rise by 3-4 degrees over surrounding areas. A World Bank report estimates that investments of over $2.4 trillion will be needed by 2050 to meet the demand for resilient, low-carbon urban infrastructure.

Several cities are already taking action. Ahmedabad has developed a Heat Action Plan that strengthens early warning systems and increases green cover. Kolkata has adopted a city-level flood forecasting and warning system. Chennai has created a climate action plan targeting both adaptation and low-carbon growth. Pune and Surat are advancing transit-oriented development models that prioritize pedestrian-friendly infrastructure and public transportation. Cities like Ghaziabad and Indore have issued green bonds to finance sewage treatment and solar energy projects.

The road ahead: challenges and opportunities

Despite these initiatives, significant obstacles remain. India has around 3,894 census towns with inadequate infrastructure due to slow recognition and planning. Urban local bodies remain financially weak – Indian municipalities control less than 1% of the country’s tax revenue. Roughly 90% of the urban workforce is in the informal sector, lacking social security and stable wages. Institutional fragmentation, outdated building regulations, and insufficient devolution of powers under the 74th Constitutional Amendment continue to hamper effective urban governance.

The opportunity, however, is equally significant. With over 50% of the urban infrastructure India needs for 2050 still to be built, there is a genuine chance to build it right from the start – integrating energy efficiency, climate resilience, green spaces, and inclusive design into new developments. Emerging technologies like AI, IoT, and big data analytics offer tools for smarter urban management. Municipal green bonds and public-private partnerships can bridge the financing gap. And initiatives like UN-Habitat’s work in India continue to provide technical expertise on inclusive planning and sustainable housing.

Sustainable urban development is not a luxury that India can defer until it is richer. It is a precondition for the kind of growth that actually lasts – growth that creates jobs without destroying rivers, builds homes without consuming agricultural land endlessly, and moves people efficiently without choking the air they breathe.
