Natural resources – forests, freshwater, wildlife, wetlands, and soil – sustain all life on Earth. Yet overexploitation, habitat destruction, and climate change are eroding them at an alarming rate. Addressing these threats effectively requires far more than individual action. It demands coordinated effort across governments, scientific bodies, and international institutions. Today, a network of national and global organizations works to set conservation standards, craft binding agreements, and translate policy into on-the-ground action. Understanding who these organizations are, what they do, and how they work together is key to grasping how the world is managing its most vital natural assets.

The role of international organizations

No single government can solve environmental challenges that cross borders. This is the core premise behind international conservation organizations – bodies that pool scientific expertise, diplomatic leverage, and financial resources to create global frameworks for sustainable resource use.

The United Nations and its environmental bodies

The United Nations plays a central role in global environmental governance. The United Nations Environment Programme (UNEP), established in 1972 following the Stockholm Conference on the Human Environment, is the UN’s principal environmental authority. UNEP supports countries in developing and implementing integrated environmental policies, collaborating with governments, UN institutions, and Multilateral Environmental Agreements (MEAs) to drive cohesive decision-making on environmental issues. It serves as custodian for 25 Sustainable Development Goal (SDG) indicators covering resource management and the protection of water, marine, and terrestrial ecosystems. UNEP has also recorded significant successes, including facilitating the 1987 Montreal Protocol, which curbed ozone-depleting emissions, and the 2017 Minamata Convention limiting toxic mercury use.

Beyond UNEP, the UN’s sustainable development agenda – particularly the 2030 Agenda and its 17 SDGs – provides a shared global roadmap. SDG 14 focuses on ocean conservation, while SDG 15 specifically targets the sustainable management of forests, the halting of desertification, and the reversal of biodiversity loss. These goals drive policy-making at both national and international levels.

The IUCN: the global authority on nature

The International Union for Conservation of Nature (IUCN), founded in 1948, is the world’s oldest and largest global environmental network. With over 1,400 member organizations spanning 170 countries – including governments, NGOs, and indigenous peoples’ groups – and the expertise of more than 17,000 scientists, the IUCN occupies a unique position at the intersection of science, policy, and practice.

The IUCN’s mission is to influence, encourage, and assist societies throughout the world to conserve nature and to ensure that any use of natural resources is equitable and ecologically sustainable. Its six scientific Commissions cover species survival, environmental law, ecosystem management, protected areas, education and communication, and environmental economic and social policy.

One of IUCN’s most important contributions is the IUCN Red List of Threatened Species – a comprehensive global index assessing the extinction risk of thousands of plant and animal species. This tool directly guides conservation priorities worldwide. The IUCN also advises UNESCO on natural World Heritage sites, provides expert input to major environmental conventions, and holds permanent observer status at the United Nations General Assembly, giving the global conservation community a voice at the highest levels of international diplomacy.

In terms of policy influence, IUCN has been instrumental in creating and shaping major environmental conventions, including the Ramsar Convention on Wetlands, CITES, the World Heritage Convention, and the Convention on Biological Diversity. It works closely with national governments to integrate nature-based solutions into national sustainable development plans and climate commitments.

WWF and other international NGOs

Alongside intergovernmental bodies, major international non-governmental organizations (NGOs) play a vital supporting role. The World Wide Fund for Nature (WWF), for instance, partners with governments and communities to conserve ecosystems and promote sustainable resource use across more than 100 countries. In 1980, the IUCN, WWF, and UNEP jointly published the World Conservation Strategy, a landmark document that emphasized the need for a holistic approach to conservation and sustainable natural resource use – which prompted fifty countries to develop their own national conservation strategies.

National efforts for conservation

International frameworks only succeed when translated into national action. Governments are the primary implementers of conservation policy at the ground level. They enact legislation, designate protected areas, regulate resource extraction, and align national plans with global agreements.

Legislation as the backbone of conservation

National natural resources laws form the legal foundation for sustainable management. These laws regulate the use and protection of natural resources, directing both government agencies and private actors. In countries with federal systems such as the United States, Canada, and Germany, natural resource governance involves multiple layers – federal, state, and local – with carefully defined jurisdictions. Landmark legislation like the US National Environmental Policy Act (NEPA) requires the federal government to assess environmental impacts before making decisions about resource use, while the Endangered Species Act provides legal protection to species at risk and their critical habitats.

Similarly, in India, the Biological Diversity Act of 2002 establishes a three-tier biodiversity management structure at the national, state, and local levels, creating Biodiversity Management Committees (BMCs) to document and protect local biological resources. These kinds of national frameworks give international commitments legal force within a country’s borders.

Government agencies and policy development

Specialized government agencies are responsible for implementing conservation mandates. UNEP supports national governments in developing intersectoral dialogues, reviewing environmental legislation, and integrating participatory mechanisms into policy planning. Ministries of environment in individual countries are tasked with setting National Biodiversity Strategies and Action Plans (NBSAPs) – a requirement under the Convention on Biological Diversity – and with ensuring those plans are funded and enforced.

Beyond individual agencies, effective national conservation also requires mainstreaming environmental thinking across sectors such as agriculture, water, energy, and transport. The International Institute for Sustainable Development notes that the effectiveness of international environmental law ultimately depends on national governments’ readiness to implement it through robust reforms across policies, laws, programs, and institutions.

Key conservation agreements

International conventions are legally binding agreements that commit signatory nations to specific conservation actions. Several of these agreements have fundamentally shaped how the world protects biodiversity and manages natural resources.

Convention on Biological Diversity (CBD)

The Convention on Biological Diversity, adopted at the Earth Summit in Rio de Janeiro in 1992, is the most comprehensive international agreement on biodiversity. It entered into force in December 1993 and established three core national-level obligations: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of benefits arising from the use of genetic resources. Unlike earlier treaties that focused on specific species or habitats, the CBD addresses biodiversity at the genetic, species, and ecosystem levels.

The CBD requires member countries to develop National Biodiversity Strategies and Action Plans, and over 190 countries have done so. In December 2022, the landmark Kunming-Montreal Global Biodiversity Framework (GBF) was adopted at COP15, setting a historic target to protect 30% of Earth’s lands, oceans, and inland waters by 2030, and to restore 30% of degraded ecosystems by the same date. The CBD has also facilitated critical protocols, including the Cartagena Protocol on biosafety and the Nagoya Protocol on access and benefit-sharing from genetic resources.

CITES: regulating wildlife trade

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) was signed in Washington, D.C. in 1973 and entered into force in 1975. CITES operates on a direct principle: it controls international trade in wild species to ensure that such trade does not threaten their survival. Species are classified into three appendices based on their conservation status and trade is regulated accordingly – from complete prohibition for the most endangered species to monitored sustainable trade for others.

CITES addresses one of the most significant threats to biodiversity: illegal and unsustainable wildlife trade. From protecting elephant populations from ivory poaching to regulating trade in rare orchids and timber species, CITES demonstrates how coordinated international action can produce measurable conservation results. Today, it covers more than 38,000 species of plants and animals.

The Ramsar Convention on Wetlands

The Ramsar Convention, signed in Ramsar, Iran in 1971, is one of the oldest multilateral environmental agreements still in force. It focuses exclusively on the conservation and sustainable use of wetlands – ecosystems that provide essential services including flood regulation, water purification, carbon storage, and biodiversity habitat. Countries that join Ramsar commit to designating at least one wetland as a “Ramsar Site” of international importance and managing it sustainably.

As of early 2025, there are 2,531 designated Ramsar Sites covering over 2.6 million square kilometres across the globe. The Convention works in close collaboration with other biodiversity-related agreements including the CBD, CITES, and the World Heritage Convention, recognizing that wetland conservation is interconnected with broader biodiversity and climate goals.

Other significant agreements

Several additional conventions complement this framework. The UNESCO World Heritage Convention (1972) protects sites of outstanding universal value, including natural ecosystems like the Amazon Rainforest, the Great Barrier Reef, and the Galápagos Islands. The Convention on Migratory Species (CMS, 1979) focuses on protecting animals that migrate across national borders, requiring international cooperation for their conservation. Together, these agreements form a layered global safety net for natural resources and biodiversity.

Collaboration for global sustainability

Perhaps the most important lesson from decades of conservation effort is that no country, organization, or treaty can succeed alone. Natural systems do not respect political boundaries. A migratory bird threatened in one country needs protection across its entire flyway. A fish stock shared between nations requires cooperative management. Forest carbon captured in one region influences the climate everywhere.

International cooperation amplifies what individual actors can achieve. IUCN’s founding philosophy – that no single government or organization can address planetary challenges alone – has proven accurate with every passing decade. IUCN itself brings together governments, NGOs, the UN, international conventions, and companies to develop policy, laws, and best practice, demonstrating what integrated multi-stakeholder cooperation looks like in action.

Collaboration also bridges resource gaps. Developing nations, often the richest in biodiversity, frequently lack the financial and technical capacity to implement conservation measures on their own. Mechanisms like the Global Environment Facility (GEF) and CBD’s financial framework channel resources from wealthier nations to biodiversity-rich countries, making global commitments a practical reality rather than aspirational text.

At the same time, the governance of natural resources remains deeply complex. National legislation, intergovernmental agreements, regional organizations, certification mechanisms, corporate codes of conduct, and multi-stakeholder partnerships create an intricate web of rules affecting how natural resources are used – and who benefits from them. Getting these layers to work in alignment is the central challenge of sustainable resource governance today.

When international frameworks, national policies, scientific expertise, and community-level action are aligned, conservation succeeds. The recovery of whale populations following the international whaling moratorium, the narrowing of the ozone hole after the Montreal Protocol, and the expansion of protected areas driven by the CBD are all evidence that coordinated global action works.
