India is one of the fastest urbanizing nations in the world. With an urban population expected to reach nearly 600 million by 2036, the country’s cities are expanding at a pace that existing systems simply cannot match. This rapid growth brings opportunity – cities already contribute over 63% of India’s GDP – but it also brings a host of deeply interrelated challenges. From crumbling infrastructure to widening inequality, from polluted air to overcrowded slums, the issues tied to urban development in India demand urgent attention. Let’s break down the key challenges and understand what makes them so difficult to solve.

How India defines its urban areas

Before understanding the challenges, it helps to know how India classifies its urban spaces. The country uses two main categories: statutory towns and census towns. Statutory towns are those formally notified under state law and governed by urban local bodies like municipal corporations, municipal councils, or cantonment boards. Their urban status comes from a legal or administrative declaration, regardless of demographic characteristics.

Census towns, on the other hand, are settlements that meet specific demographic criteria set by the Census of India – a minimum population of 5,000, a density of at least 400 persons per square kilometre, and at least 75% of the male main working population engaged in non-agricultural activities – but lack any formal urban governance. They continue to be administered by rural panchayats despite exhibiting clearly urban characteristics.

As of the 2011 Census, India had 7,935 towns in total – 4,041 statutory towns and 3,894 census towns. The number of census towns nearly tripled from 1,362 in 2001 to 3,894 in 2011, accounting for roughly 30% of all urban growth during that decade. This matters because census towns operate without municipal governance or urban-scale infrastructure budgets, creating a fundamental gap between demographic reality and administrative planning.

Why the classification gap is a problem

When thousands of settlements function as urban areas but are governed as villages, the consequences are real. Panchayats, designed for rural settings, lack the fiscal capacity and institutional framework to provide urban-level services – piped water, sewerage, waste management, and planned road networks. The result is unplanned growth that leads to congestion, environmental degradation, and poor living conditions, often before any formal planning body even recognizes these places as urban.

How urbanization is straining India’s infrastructure

India’s urban infrastructure has not kept pace with its population growth. The World Bank estimates that over 50% of the urban infrastructure India will need by 2050 is yet to be built, and over 144 million new homes will be required by 2070. The investment needed to meet the demand for resilient, low-carbon urban infrastructure and services is estimated at over $2.4 trillion by 2050.

Housing shortfall

The housing challenge in Indian cities is severe. Formal housing primarily serves middle and upper-income groups, while the urban poor are left to find shelter in informal settlements. Government schemes like the Pradhan Mantri Awas Yojana (Urban) have aimed to address this gap by targeting affordable housing for economically weaker sections, but demand continues to outstrip supply. Property speculation has created a paradox where millions of housing units remain vacant while millions of families live in substandard conditions.

Water, sanitation, and transport

Basic services remain inconsistent across Indian cities. Many urban households receive water supply for only a few hours each day. According to the World Economic Forum, only about 71% of urban households had access to clean drinking water within their premises, and one in five urban households lacked their own toilet facilities. Urban transport systems face severe congestion, and public transit options remain insufficient in many cities, pushing residents toward private vehicles that further choke already overburdened roads.

Governance and financing bottlenecks

A critical structural problem is the weak financial and administrative capacity of urban local bodies. Indian municipalities control less than 1% of the country’s total tax revenue, despite urban areas generating nearly two-thirds of the national GDP. The Centre for Social and Economic Progress (CSEP) has noted that mayors in most Indian cities have largely ceremonial roles, with real decision-making often resting with state-appointed commissioners. This fragmented accountability leads to delays, duplication, and poor service delivery. The allocation toward urban development remains a fraction of what is needed – historically just about 0.5% of GDP.

Environmental consequences of rapid urban growth

Urbanization in India has come with a steep environmental cost. Cities are at the centre of the country’s pollution crisis, resource depletion, and ecosystem loss.

Air pollution

Indian cities consistently rank among the most polluted in the world. Vehicular emissions, industrial activity, construction dust, and waste burning all contribute to dangerously high levels of particulate matter (PM2.5). The National Clean Air Programme (NCAP) was launched to reduce air pollution in over 100 cities, but progress has been uneven, and many cities continue to exceed safe air quality limits by a wide margin.

Urban heat islands and climate vulnerability

The rapid expansion of built-up areas is replacing green cover and natural land surfaces with concrete and asphalt, creating urban heat islands where city centres can be 3-4 degrees hotter than surrounding areas. The World Bank has highlighted that this loss of green spaces also reduces cities’ capacity to absorb stormwater, making them more vulnerable to floods. Cities like Mumbai and Bengaluru have experienced devastating urban flooding in recent years, directly linked to unplanned construction and reduced natural drainage capacity.

Groundwater depletion and waste management

Rapid urbanization and industrial expansion are depleting groundwater at a rate far faster than natural recharge. At the same time, solid waste management remains a massive challenge. While the Swachh Bharat Mission (Urban) has improved conditions in some cities, many urban areas still lack effective systems for waste collection, segregation, and treatment. The absence of proper waste management in dense settlements leads to contamination of water bodies and soil, creating long-term public health risks.

Social and economic inequalities in urban India

Perhaps the starkest challenge of India’s urbanization is the deep inequality it has entrenched. Economic growth in cities has not translated into equitable opportunities for all residents.

The scale of urban poverty

Approximately 65 million Indians live in urban slums – informal settlements marked by substandard housing, insecure land tenure, and severely limited access to basic services. In cities like Mumbai, over 40% of the population resides in slums. According to World Bank data cited by Statista, around 49% of India’s urban population was living in slum-like conditions as recently as 2020. These settlements often develop on marginal land – along railway tracks, beside drainage channels, or on flood-prone slopes – making residents highly vulnerable to environmental hazards.

Informal economy and job insecurity

A large share of the urban poor works in the informal sector – as street vendors, domestic workers, waste pickers, construction labourers, and daily-wage earners. These jobs are characterized by low and unstable pay, no social protections, and no access to healthcare or pensions. While the informal sector sustains millions of livelihoods, it also perpetuates economic vulnerability. The Observer Research Foundation has noted that many urban dwellers continue to live in substandard conditions despite increased government spending, highlighting a persistent gap between policy intention and on-the-ground outcomes.

Uneven access to education and healthcare

Children in slum areas face significant barriers to quality education. Schools in these neighbourhoods tend to be under-resourced, with high student-to-teacher ratios and inadequate facilities, resulting in lower literacy rates and educational attainment. Healthcare access is similarly unequal – public health facilities in slum-adjacent areas are often overcrowded and underfunded, and private healthcare remains out of reach for most low-income families. Women in these communities face additional barriers, including restricted mobility, limited access to reproductive health services, and higher vulnerability to domestic violence.

Spatial segregation

Urban inequality in India is increasingly spatial. Affluent gated communities and high-rise developments exist in close proximity to sprawling informal settlements, but the two worlds rarely intersect. This segregation reinforces cycles of disadvantage – those in informal settlements remain disconnected from formal employment networks, quality schools, and reliable services, even as the city around them grows wealthier.

Steps being taken and the road ahead

India’s government has launched several major initiatives to address urban challenges. The Smart Cities Mission, which encompassed over 8,000 projects across 100 cities, has made progress in improving digital infrastructure, waste management, and urban mobility in select locations. The AMRUT 2.0 mission focuses on water security and sewerage infrastructure, while the Jal Jeevan Mission aims to provide universal tap water connections. Additionally, the 2025-26 Union Budget announced a โ‚น1 lakh crore Urban Challenge Fund aimed at transforming cities into growth hubs and modernizing water and sanitation systems.

Yet structural barriers remain. The success of these programs depends on the capacity of local agencies, the quality of governance at state and municipal levels, and the ability to attract private investment. Building resilient, inclusive cities requires not just more money but better institutions – empowered urban local bodies with real authority, technically skilled staff, and transparent accountability systems.

India has a unique window of opportunity. With much of the urban infrastructure needed for 2050 still to be built, the choices made now will determine whether cities become engines of equitable growth or deepen existing divides.
