The global environmental movement didn’t happen overnight. It was built over decades through landmark conferences, hard-fought treaties, and growing scientific evidence that human activity was damaging the planet. From the first major gathering of world leaders in Stockholm in 1972 to the historic Paris Agreement in 2015, the environmental movement has shaped how governments, industries, and communities think about protecting the natural world. Understanding this journey is essential for anyone studying environmental management today.

The Stockholm Conference (1972): where it all began
In June 1972, the United Nations convened the Conference on the Human Environment in Stockholm, Sweden – the first global summit to make the environment a major international issue. Delegates from 113 countries participated, adopting a declaration with 26 principles and an action plan containing 109 recommendations for sound environmental management.
The Stockholm Declaration placed environmental concerns at the centre of international policy for the first time. It initiated a dialogue between industrialised and developing countries about the relationship between economic growth, pollution, and human well-being. Indian Prime Minister Indira Gandhi delivered a notable address at the conference, highlighting the critical connection between poverty alleviation and ecological management – a theme that continues to shape environmental negotiations today.
Key outcomes of Stockholm
The most significant institutional outcome was the creation of the United Nations Environment Programme (UNEP), established in December 1972 to coordinate global environmental efforts. UNEP became the first UN agency headquartered in a developing country, based in Nairobi, Kenya. Beyond UNEP, the Stockholm Conference motivated countries worldwide to establish their own environmental ministries and agencies. For instance, the European Community created its Environmental and Consumer Protection Directorate in 1973 and launched its first Environmental Action Programme as a direct response to Stockholm.
The conference was not without tension, however. The Soviet bloc boycotted the event over the exclusion of East Germany, and developing nations expressed concern that environmental regulations would be used to restrict their economic growth. These divisions between the Global North and South have persisted in environmental diplomacy ever since.
The Rio Earth Summit (1992): sustainable development takes centre stage
Twenty years after Stockholm, the United Nations convened the Conference on Environment and Development in Rio de Janeiro, Brazil – commonly known as the Rio Earth Summit. This conference was a watershed moment because it formally linked environmental protection with economic development through the concept of sustainable development.
Rio produced several foundational outcomes. The UN Framework Convention on Climate Change (UNFCCC), ratified by 197 countries, became the first global treaty to explicitly address climate change. It established the annual Conference of the Parties (COP) – the forum that would later produce the Kyoto Protocol and the Paris Agreement. The summit also adopted the Convention on Biological Diversity and Agenda 21, a comprehensive plan of action for sustainable development. The principle of “common but differentiated responsibilities” – recognising that developed nations bear a greater share of responsibility for environmental degradation – was firmly established at Rio and continues to guide international negotiations.
The Montreal Protocol (1987): the most successful environmental treaty
While the Montreal Protocol was not originally designed to address climate change, it stands as one of the most impactful environmental agreements in history. Signed in 1987, the treaty required countries to phase out the production and use of substances that deplete the ozone layer, primarily chlorofluorocarbons (CFCs).
What makes the Montreal Protocol remarkable is its near-universal success. Every country in the world eventually ratified the treaty, and it has led to the elimination of nearly 99 percent of ozone-depleting substances. Scientists have observed clear evidence of stratospheric ozone recovery as a result. The protocol also demonstrated that international environmental cooperation could work when backed by strong science, financial mechanisms to support developing countries, and flexible timelines for compliance.
The Kigali Amendment
In 2016, parties to the Montreal Protocol agreed to the Kigali Amendment, which phases down the production and consumption of hydrofluorocarbons (HFCs). These chemicals were introduced as replacements for CFCs but turned out to be powerful greenhouse gases. With this amendment, the Montreal Protocol effectively became both an ozone protection treaty and a climate treaty, further extending its environmental impact.
The Kyoto Protocol (1997): the first binding climate treaty
Adopted in 1997 in Kyoto, Japan, and entering into force in 2005, the Kyoto Protocol was the first legally binding international agreement specifically targeting greenhouse gas emissions. It required developed countries to reduce emissions by an average of 5 percent below 1990 levels and established a system to monitor national progress.
The protocol introduced innovative mechanisms such as carbon emissions trading, the Clean Development Mechanism (CDM), and Joint Implementation – tools that allowed countries flexibility in how they met their targets. These market-based approaches represented a new way of thinking about environmental policy and influenced subsequent climate agreements.
Limitations of Kyoto
Despite its groundbreaking nature, the Kyoto Protocol had significant shortcomings. It did not require developing countries – including major emitters like China and India – to take binding action. The United States signed the agreement in 1998 but never ratified it. By 2011, Canada, Japan, and Russia had stated they would not take on further Kyoto targets. Canada formally withdrew in 2012, citing concerns about financial penalties given its emissions had risen 17 percent above 1990 levels rather than declining. These gaps weakened the treaty’s overall effectiveness and highlighted the difficulty of achieving binding global climate commitments.
The Paris Agreement (2015): a new model for climate action
The Paris Agreement, adopted at COP21 in December 2015, represented a fundamentally different approach to international climate action. Unlike the Kyoto Protocol’s top-down system that imposed targets only on developed nations, the Paris Agreement adopted a bottom-up framework requiring all countries to set their own emissions-reduction pledges, known as Nationally Determined Contributions (NDCs).
The agreement set ambitious long-term goals: keeping global temperature rise well below 2ยฐC above pre-industrial levels while pursuing efforts to limit the increase to 1.5ยฐC. It also aims for global net-zero emissions in the second half of this century. The agreement operates on a five-year cycle, with countries expected to submit progressively stronger climate plans over time. A “global stocktake” mechanism was built in to assess collective progress at regular intervals – the first of which was completed at COP28 in 2023.
Achievements and challenges
As of early 2026, 194 states plus the European Union have joined the Paris Agreement. According to a 2025 OECD survey of over 250 policymakers and climate experts, roughly 76 to 79 percent of respondents believe that national greenhouse gas targets are stronger today than they would have been without the Paris Agreement. However, confidence in actual emissions reductions is somewhat lower, and many experts acknowledge that current pledges remain insufficient to meet the stated temperature goals.
The agreement has also faced political headwinds. The United States withdrew from the Paris Agreement under President Trump’s first term, rejoined under President Biden, and withdrew again in January 2026 under Trump’s second term – making it the only major emitter to leave the accord. Despite these setbacks, the vast majority of the world’s nations remain committed to the agreement’s framework.
How these movements shaped environmental policy
The cumulative impact of the environmental movement – from Stockholm to Paris – has been profound. These milestones have influenced policy at both the global and national levels in several important ways.
Institutional development
The Stockholm Conference led directly to the creation of UNEP and prompted dozens of countries to establish dedicated environmental ministries and regulatory agencies. The UNFCCC created a permanent institutional structure for annual climate negotiations. These institutions continue to drive environmental governance worldwide.
Legal frameworks
International environmental law has expanded dramatically since the 1970s. From the Convention on International Trade in Endangered Species (CITES) in 1973 to the Minamata Convention on Mercury in 2013, the period since Stockholm has seen a remarkable growth in multilateral environmental agreements. The Paris Agreement has also been successfully invoked in climate litigation cases, with courts in several countries using it to compel governments and corporations to strengthen their climate action.
Shifts in national policy
Global treaties have pushed countries to adopt domestic environmental legislation, set emissions targets, invest in renewable energy, and develop carbon pricing mechanisms. The European Union’s emissions trading system, India’s National Action Plan on Climate Change, and China’s massive investments in solar and wind energy all trace their roots, at least in part, to commitments made through these international frameworks.
The role of science
The environmental movement has consistently reinforced the importance of science in policy-making. The establishment of the Intergovernmental Panel on Climate Change (IPCC) in 1988, the regular scientific assessments under the Montreal Protocol, and the creation of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) all reflect a growing commitment to evidence-based environmental governance.
Looking ahead: unfinished business
Despite remarkable progress, the environmental movement faces enormous challenges. Global carbon dioxide concentrations continue to rise. Biodiversity loss has accelerated. And the gap between climate commitments and actual emissions reductions remains significant. The tensions that first surfaced in Stockholm – between developed and developing nations, between economic growth and environmental protection – are still very much alive in today’s negotiations.
Yet the trajectory from Stockholm to Paris also shows that international cooperation on the environment, while difficult and imperfect, is possible. Each successive agreement has broadened participation, strengthened commitments, and deepened the integration of environmental concerns into economic and social policy. The environmental movement is far from finished – but the foundations it has built over the past five decades provide a critical platform for the work ahead.
