India is one of the most biologically rich nations on Earth. Despite covering only about 2.4% of the world’s land area, the country is home to roughly 7-8% of all recorded species globally. From the snow-capped Himalayas in the north to the dense tropical forests of the Western Ghats in the south, and from the arid Thar Desert to the mangrove-fringed Sundarbans, India’s ecosystems support an extraordinary diversity of life. But this biodiversity faces mounting pressure from habitat loss, poaching, human-wildlife conflict, and climate change. Wildlife conservation in India has therefore become not just an environmental concern, but a developmental priority – one shaped by centuries of history and driven by modern science, community action, and strong legislation.

India’s rich biodiversity and its protected area network

India is recognised as one of the seventeen megadiverse countries in the world. It hosts over 45,000 plant species and more than 91,000 animal species across its varied landscapes. The country also contains four of the world’s 34 major biodiversity hotspots – the Himalayas, the Western Ghats, the Northeast region, and the Nicobar Islands – each harbouring species found nowhere else.

To safeguard this natural wealth, India has built an extensive protected area (PA) network. As of late 2023, the country had 1,014 protected areas, including 106 national parks, 573 wildlife sanctuaries, 115 conservation reserves, and 220 community reserves. Together, these cover approximately 1,75,169 sq km, which is about 5.32% of India’s total geographical area. National parks offer the highest degree of protection, with strict restrictions on human activity within their boundaries. Wildlife sanctuaries permit limited human activities under regulation, while conservation reserves and community reserves involve local communities more directly in management and protection.

Why protected areas matter

Protected areas serve as the backbone of India’s conservation framework. They provide safe habitats for endangered species, maintain ecological balance, and protect watershed regions that supply water to millions. Beyond their ecological role, these areas also support the livelihoods of forest-dwelling communities and generate significant revenue through eco-tourism. Healthy ecosystems within these PAs help secure clean air, water, crop pollination services, and climate resilience – benefits that extend far beyond the forest boundaries.

Historical efforts: from colonial hunting grounds to conservation zones

Understanding wildlife conservation in India requires a look at its complex history, especially during the colonial period. The British approach to wildlife was driven largely by economic and administrative interests. During the 18th and 19th centuries, the colonial administration viewed large predators like tigers as threats to agriculture and livestock. Bounties were offered for killing predators, leading to the systematic decimation of species across the subcontinent.

Colonial-era hunting and selective conservation

Hunting, or shikar, was a deeply ingrained part of colonial culture in India. It was practised as a display of power, bravery, and imperial control over nature. The collaboration between British officials and Indian royalty intensified the killing of wildlife to unsustainable levels. Several species were pushed to the brink – the Asiatic lion population, for instance, was reduced to a single remaining group in Gujarat, while the one-horned rhinoceros retreated to small pockets in the northeast.

However, British conservation policy was far from uniform. The colonial government practised what scholars have termed selective conservation. Elephants, for example, were legally protected under the Elephant Preservation Act of 1879 because they were vital to the colonial economy and administration – used in logging, transport, and military campaigns. Tigers, on the other hand, were classified as vermin and actively hunted because they threatened the same infrastructure.

Hunters turned conservationists

Towards the close of the colonial era, a gradual shift took place. Some hunters-turned-naturalists began advocating for wildlife preservation. The most notable among them was Jim Corbett, whose efforts were instrumental in establishing India’s first national park. Hailey National Park was founded in 1936 – later renamed Jim Corbett National Park – marking the first formal step in protecting habitat specifically for wildlife rather than for timber extraction. The passing of the Wild Birds and Game Protection Act of 1887 and the Wildlife Preservation Act of 1912 were early legislative milestones, though their scope remained limited and enforcement was weak.

Post-independence transition

After India gained independence in 1947, wildlife conservation took a backseat to more pressing national priorities such as industrialisation, food security, and poverty reduction. Hunting remained legal, and forests continued to be cleared for agriculture. It wasn’t until the early 1950s that institutional efforts began to take shape. The Indian Wildlife Board was constituted in 1952 to centralise wildlife regulations that had previously varied from state to state. Still, the first two decades after independence saw continued decline in wildlife populations.

The real turning point came with the enactment of the Wildlife (Protection) Act of 1972, which effectively banned hunting across India and established a legal framework for creating protected areas. India’s Constitution itself provides backing for conservation: Article 48A directs the state to protect and improve the environment and safeguard forests and wildlife, while Article 51A(g) makes it a fundamental duty of every citizen to protect the natural environment, including wildlife.

Current conservation strategies and flagship programmes

Modern wildlife conservation in India is built on a mix of species-specific projects, legislative protections, technological innovations, and community-based approaches. The government, led by the Ministry of Environment, Forest and Climate Change (MoEFCC), funds and coordinates these efforts at the national level, while state governments handle day-to-day management of reserves and sanctuaries.

Project Tiger: a global benchmark

Launched on 1 April 1973 from Jim Corbett National Park, Project Tiger remains India’s most celebrated conservation programme. It was initiated by the Government of India with backing from then Prime Minister Indira Gandhi and strong international support, including an influential IUCN Resolution that drew global attention to the tiger’s plight.

At its launch, India’s tiger population was estimated at around 1,800. By 2006, that number had fallen to a worrying low of approximately 1,411, exposing serious gaps in protection. The crisis prompted major reforms. The National Tiger Conservation Authority (NTCA) was established in 2005 through an amendment to the Wildlife Protection Act, providing statutory oversight and strengthening accountability between central and state governments.

The results have been remarkable. India’s wild tiger population rose from 1,411 in 2006 to 2,226 in 2014, 2,967 in 2018, and 3,682 in 2022 – reflecting an annual growth rate of about 6%. India now hosts over 70% of the world’s wild tiger population across 58 designated tiger reserves. The programme uses a core-buffer strategy, where core zones remain inviolate habitats free from human interference, while buffer zones around them allow regulated human activities and provide space for community livelihoods.

Project Elephant and other species-specific initiatives

Project Elephant, launched in 1992, focuses on protecting elephant habitats and migration corridors, managing human-elephant conflict, and ensuring veterinary care for injured animals. India is home to over 60% of the global population of wild Asian elephants, with the 2022 count reaching approximately 29,964 individuals. The project works to maintain crucial elephant corridors that connect fragmented forest patches, allowing herds to move safely between feeding grounds.

Beyond tigers and elephants, India runs several other targeted conservation programmes. Project Snow Leopard focuses on high-altitude Himalayan ecosystems. Project Dolphin, launched under the Namami Gange initiative, addresses the conservation of the endangered Ganges River dolphin, with India achieving a milestone in 2024 by successfully satellite-tagging the species for the first time. The Asiatic lion population in Gujarat’s Gir National Park has recovered from a critical low of about 20 in 1913 to 674 individuals by 2022. India’s greater one-horned rhinoceros population, centred in Kaziranga National Park in Assam, has also shown steady recovery thanks to dedicated anti-poaching forces and habitat management.

The role of local communities

One of the most significant shifts in India’s conservation approach has been the growing recognition that local communities are essential partners, not obstacles. Early conservation models – rooted in colonial thinking – often excluded forest-dwelling communities from their ancestral lands. Modern policies increasingly seek to involve these communities directly.

The Forest Rights Act of 2006 was a landmark piece of legislation that recognised the rights of forest-dwelling tribal communities to their native forest areas. Community Conserved Areas (CCAs) have emerged, especially in northeast India, where indigenous groups manage forests based on traditional knowledge and cultural practices. The Mishmi tribe of Arunachal Pradesh, for example, protects tigers based on cultural taboos – they view tigers as elder brothers, and killing one is considered a serious transgression. Such community conservation models offer an alternative to state-controlled protected areas and have shown promising ecological outcomes.

Eco-tourism has further strengthened the link between conservation and local livelihoods. Several tiger reserves and national parks now employ locals as wildlife guides, forest guards, and hospitality staff, giving communities a direct economic stake in the survival of wildlife.

Technology and modern monitoring

India has embraced technology to enhance conservation outcomes. Camera traps, GIS mapping, drone surveillance, and satellite tracking are now standard tools in wildlife management. The Wildlife Institute of India (WII) has been developing the National Wildlife Information System, which provides data on species conservation status, habitat types, and the protected area network. In December 2024, MoEFCC inaugurated a Next Generation DNA Sequencing facility at WII in Dehradun, boosting research capabilities in wildlife genetics. India’s national tiger assessment is the largest biodiversity survey conducted anywhere in the world, employing sophisticated camera-trap networks and statistical models across millions of hectares.

Key challenges facing wildlife conservation

Despite significant progress, India’s wildlife conservation efforts face several persistent and emerging challenges.

Habitat loss and fragmentation

Rapid urbanisation, agricultural expansion, and infrastructure development continue to shrink and fragment natural habitats. When large continuous forests are broken into isolated patches by roads, railways, or settlements, wildlife populations become genetically isolated and more vulnerable to disease and environmental changes. Creating and maintaining wildlife corridors between protected areas is essential, but often runs into conflict with development priorities.

Human-wildlife conflict

As human settlements expand into forest-fringe areas, encounters between people and wildlife – especially elephants, leopards, and tigers – have intensified. These conflicts lead to crop damage, livestock losses, and sometimes human casualties, breeding resentment towards conservation. Governments have introduced compensation schemes for affected communities, but implementation gaps remain. Buffer zones, wildlife-proof fencing, and early-warning systems are being tested in various states to reduce friction.

Poaching and illegal wildlife trade

The black market demand for tiger skins, rhino horns, elephant tusks, and pangolin scales continues to put pressure on endangered species. India has responded by strengthening enforcement – deploying Special Tiger Protection Forces and Special Rhino Protection Forces, enhancing surveillance with technology, and cooperating internationally through frameworks like CITES (the Convention on International Trade in Endangered Species). Yet, poaching networks remain sophisticated and well-funded, requiring constant vigilance.

Climate change

Climate change is reshaping India’s ecosystems in ways that are difficult to predict or control. Rising temperatures in the Himalayas threaten snow leopard habitat. Altered monsoon patterns affect food availability for countless species. Sea levels in the Sundarbans have been rising at an average of 3 cm per year over the past two decades, accelerating coastal erosion in this critical mangrove ecosystem. Projections suggest that extreme weather could cause irreversible biodiversity loss in regions like the Western Ghats. Despite these threats, climate adaptation strategies within India’s conservation framework remain at an early stage.

Funding and resource constraints

While budgetary allocations for the MoEFCC have been increasing – the Union Budget 2025-26 allocated โ‚น3,412.82 crore, a 9% increase over the previous year – conservationists argue the funding remains inadequate for the scale of the task. Managing over a thousand protected areas, paying forest staff, funding anti-poaching patrols, conducting scientific research, and supporting community development all require significant and sustained investment. There are also concerns about disproportionate funding, with high-profile species like tigers receiving the bulk of resources while critically endangered species such as the Great Indian Bustard and Chinese pangolin remain comparatively neglected.

Looking ahead: balancing conservation and development

India’s wildlife conservation journey has come a long way – from a colonial era of unchecked hunting to a modern framework that combines legal protections, scientific monitoring, and community participation. The revival of species like the tiger, Asiatic lion, and one-horned rhinoceros stands as proof that focused, well-resourced conservation efforts can work. In 2024, India also launched the International Big Cats Alliance (IBCA), an intergovernmental organisation headquartered in India, aimed at fostering global collaboration for the conservation of seven big cat species including tigers, lions, and snow leopards.

However, the road ahead is complex. India must continue to expand its protected area network, strengthen wildlife corridors, and invest in climate-resilient conservation strategies. Equally important is the need to ensure that conservation does not come at the cost of the rights and livelihoods of forest-dwelling communities. The most effective conservation outcomes happen when local people are empowered as stewards, not displaced as obstacles.
