Every year, India imports vast quantities of seeds, plants, livestock, and agricultural products from across the globe. While international trade fuels economic growth and food security, it also opens the door to a serious threat – the accidental or deliberate introduction of harmful pests, diseases, and invasive species. Plant and animal quarantine systems serve as the country’s frontline defence against these biological risks, screening everything that enters Indian borders to protect agriculture, biodiversity, and public health.

Why quarantine matters for India
India is home to the second-largest arable land area in the world, spanning over 156 million hectares. This enormous agricultural base supports more than 1.4 billion people. A single exotic pest or disease slipping through unchecked could devastate crops, trigger food shortages, and cause billions of rupees in losses. Quarantine exists specifically to prevent that scenario.
The threat is real and well-documented. According to ICAR-NBPGR data, over 6.43 lakh samples of imported crops were processed for quarantine clearance between April 2019 and March 2024. Out of these, more than 27,000 samples were found infested or infected with pests including insects, mites, fungi, bacteria, viruses, nematodes, and weed seeds. Without quarantine checks, these organisms would have entered India’s farming ecosystems freely.
The economic stakes are massive. A study published in the journal Biological Invasions found that invasive alien species have cost the Indian economy between US $127.3 billion and $182.6 billion over the period from 1960 to 2020. These costs have risen steadily over time as global trade has expanded.
The invasive species crisis in India
Quarantine is not just about keeping agricultural pests out. It also plays a key role in preventing the establishment of invasive alien species (IAS), which rank among the top drivers of biodiversity loss worldwide.
India currently has at least 173 invasive plant species and 157 invasive animal species documented across its ecosystems. Species such as Lantana camara, Parthenium hysterophorus, and Prosopis juliflora were introduced to India decades ago – some deliberately for commercial or ornamental purposes – and have since spread uncontrollably, displacing native flora, damaging farmland, and harming wildlife habitats.
A 2025 study published in Nature Sustainability revealed that roughly 15,500 square kilometres of India’s natural areas are invaded by at least one new species every year. The research, based on 16 years of systematic monitoring, found that by 2022, approximately 144 million people, 2.79 million livestock, and 200,000 sq km of smallholder agricultural land had been exposed to at least one new plant invasion.
These findings underscore the importance of robust quarantine systems. While quarantine alone cannot solve the invasive species problem – many introductions happened long before modern regulations – it remains one of the most cost-effective preventive tools available.
Plant quarantine regulations and procedures in India
India’s plant quarantine system operates under a well-established legal framework with two core pieces of legislation working together.
The Destructive Insects and Pests Act, 1914
This century-old legislation remains the foundational law for plant protection in India. Its primary purpose is to prevent the introduction of any insect, fungus, or other pest that may be destructive to crops. The Act empowers the government to regulate imports of plants and plant materials, destroy infected consignments, and implement quarantine measures as needed.
The Plant Quarantine (Regulation of Import into India) Order, 2003
Building on the 1914 Act, this order provides detailed, modern procedures for plant quarantine. It specifies how imports of seeds, plants, and agricultural products must be handled and defines the roles of various agencies involved in the process. The order is regularly updated through amendments – several were issued in 2024 alone – to address new threats and align with evolving international standards.
How plant quarantine works in practice
Under the Plant Quarantine Order, 2003, 94 entry points across India are designated for the import of plants and plant materials, including 46 seaports, 24 airports, and 24 land customs stations.
The quarantine process involves several stages. First, all consignments of seeds and plants meant for propagation must come through designated Regional Plant Quarantine Stations located in cities such as Amritsar, Chennai, Kolkata, Mumbai, New Delhi, Bengaluru, and Kandla. Import of genetically modified organisms and transgenic plant material is permitted only through New Delhi Airport.
Before any plant material can be imported, a pest risk analysis (PRA) is mandatory. This assessment identifies the potential pests that could enter India along with a particular commodity and determines the phytosanitary conditions the exporting country must meet. The exporting country must provide a phytosanitary certificate confirming that the shipment is free from specified pests.
Upon arrival, quarantine officers inspect the consignment. If the material is found to be infested, it may be treated, re-exported, or destroyed. For certain high-risk materials like seeds and germplasm meant for research, post-entry quarantine (PEQ) inspections are also carried out – meaning the material is monitored for a period after planting to ensure no hidden pests emerge.
India also maintains a Plant Quarantine Management System (PQMS), an online portal that enables uniform phytosanitary certification and verification of phytosanitary certificates across the country.
International compliance
India’s plant quarantine system is aligned with the International Plant Protection Convention (IPPC) of the Food and Agriculture Organization (FAO) and the Sanitary and Phytosanitary (SPS) Agreement under the World Trade Organization (WTO). These international frameworks ensure that quarantine measures are science-based, transparent, and not used as disguised trade barriers.
Animal quarantine regulations and procedures
Just as plants face biological risks during cross-border movement, so do animals. Diseases like avian influenza, foot-and-mouth disease, and African swine fever can travel with imported livestock and cause devastating outbreaks. India’s animal quarantine system is designed to prevent exactly this.
The Livestock Importation Act, 1898
The Livestock Importation Act, 1898 is the primary legislation governing the import of live animals and livestock products into India. Under Section 3 of this Act, the central government can regulate, restrict, or prohibit the import of live animals. Notifications issued in June 2014 under this Act defined the categories of animals that qualify as livestock and laid down detailed import and quarantine procedures.
Import process for live animals
Importing live animals into India is not straightforward – it falls under the restricted list as per the EXIM Policy. This means importers must first obtain a licence from the Director General of Foreign Trade (DGFT), which is granted only after the Department of Animal Husbandry and Dairying (DAHD) examines the proposal and conducts a thorough risk analysis.
For livestock products, importers must obtain a Sanitary Import Permit (SIP) from DAHD before the goods are shipped from the country of origin. SIPs are valid for three months to one year depending on the product type and can be used for multiple consignments.
Every imported animal must be accompanied by a veterinary health certificate issued by the official veterinarian of the exporting country. This certificate must meet India’s health protocol requirements. If the documents are found incomplete, forged, or non-compliant, the quarantine officer will refuse clearance, and the animal may be deported.
Quarantine period and testing
After clearing document verification, imported animals undergo a mandatory quarantine period at designated facilities. During this period, blood, serum, and faecal samples are collected for diagnostic testing. The animals are monitored daily for signs of disease. Only after all tests come back clear does the quarantine officer issue a final No Objection Certificate (NOC) allowing the animal to be released.
For wild animals imported by zoos, the DAHD has issued specific Standard Operating Procedures (SOPs) that include biosecurity measures for waste disposal, cage disinfection, worker health checks, and proper feeding and watering protocols during quarantine.
Quarantine stations and infrastructure
Plant quarantine stations
The Directorate of Plant Protection, Quarantine and Storage (DPPQ&S), operating under the Ministry of Agriculture and Farmers Welfare, is the nodal agency for plant quarantine in India. It functions as India’s National Plant Protection Organisation (NPPO) and manages the network of Regional Plant Quarantine Stations across the country.
Key plant quarantine stations are located at major port cities – New Delhi, Mumbai, Chennai, Kolkata, Amritsar, Bengaluru, and Kandla. These stations are equipped with laboratories for pest detection, including facilities for molecular diagnostics like PCR (Polymerase Chain Reaction) testing to identify fungal, bacterial, and viral pathogens.
The National Bureau of Plant Genetic Resources (NBPGR) under ICAR plays a specialised role. It is responsible for quarantine processing of planting material exchanged for research purposes, serving both public and private sector institutions. NBPGR conducts detailed examinations for fungi, bacteria, viruses, insects, nematodes, and weeds in all imported germplasm samples.
The National Institute of Plant Health Management (NIPHM) in Hyderabad serves as a training and capacity-building centre for quarantine officers and plant protection specialists.
Animal quarantine stations
The Animal Quarantine and Certification Services (AQCS), operating under the Department of Animal Husbandry and Dairying, manages India’s animal quarantine stations. These stations are located at six designated ports – Delhi, Mumbai, Chennai, Kolkata, Hyderabad, and Bengaluru – which are the only points through which live animals can be legally imported.
Each AQCS station has facilities for holding imported animals during the quarantine period, along with laboratory support for conducting the required diagnostic tests. The stations also handle export certification, issuing health certificates for Indian livestock and livestock products being shipped abroad.
In recent years, the government has worked to modernise these facilities. Bengaluru was notified as an additional quarantine station for import of pet dogs and cats in 2023, and the Cochin port was approved for certain pet animal imports, reflecting the growing demand for streamlined quarantine services.
Challenges facing India’s quarantine systems
Despite the well-structured legal framework, India’s quarantine systems face ongoing challenges. The volume of international trade continues to grow, increasing the number of consignments that need inspection. Climate change is altering pest distribution patterns, with species previously restricted to certain climatic zones now appearing in unexpected regions.
Researchers have pointed out that India still lacks a dedicated institutional mechanism to deal with invasive species comprehensively. There is no national database of successful management practices, and quarantine enforcement at some entry points remains under-resourced.
Staffing shortages at plant quarantine stations, limited surveillance capabilities in remote border areas, and the difficulty of screening every consignment thoroughly are practical barriers. For animal quarantine, the limited number of designated ports means that importers sometimes face logistical bottlenecks, especially for pet imports.
The road ahead
Strengthening quarantine systems is not optional – it is essential for protecting India’s agriculture, biodiversity, and the livelihoods of millions. Several steps are being taken and more are needed. These include upgrading laboratory infrastructure at quarantine stations with advanced molecular diagnostic tools, expanding the number of designated ports and entry points, training more quarantine officers to handle growing trade volumes, better integration of quarantine databases with customs systems for real-time tracking, and stronger inter-agency coordination between agriculture, environment, and trade departments.
Scientists have called for the creation of a National Invasive Species Mission to bring together scientific monitoring, improved quarantine systems, inter-sectoral coordination, and strategic financing under one umbrella. Such a mission could integrate invasion control into India’s broader climate adaptation and biodiversity conservation strategies.
