Long before modern environmental laws existed, India had a deeply rooted system of ecological awareness woven into its daily life, spiritual practices, and governance. Communities across the subcontinent didn’t need legislation to protect rivers, forests, or wildlife – their cultural values, religious rituals, and ancient texts served as a powerful framework for sustainable living. This traditional environmental wisdom, passed down through generations, offers remarkable lessons that remain relevant even today.

A symbiotic relationship with nature

In India’s traditional worldview, nature was never seen as a resource to be exploited. Instead, it was treated as a living entity deserving reverence. The Vedas – the oldest sacred texts of ancient India – contain extensive teachings on how humans should live in harmony with the five foundational elements of nature: water, earth, fire, air, and space (collectively known as the Panchamahabhutas). These elements were considered sacred, and devotion to them was seen as a bridge to the divine.

This reverence wasn’t merely philosophical. It shaped everyday behaviour. Trees like the Peepal (Ficus religiosa), Neem, and Banyan were worshipped not only for their spiritual symbolism but also for their ecological benefits – they purify the air, stabilise soil, and support biodiversity. Rivers were honoured as life-givers, and mountains were treated as abodes of gods. This cultural attitude meant that harming these natural elements was considered morally unacceptable, functioning as an unwritten code of environmental protection long before formal laws came into existence.

The concept of Ahimsa (non-violence), a foundational principle in Indian philosophy, extended well beyond human interactions. It applied to all living beings and the environment itself, discouraging exploitation of natural resources. This worldview encouraged a circular economy where resources were used, reused, and returned to the earth, maintaining ecological balance across generations.

Religious integration of environmentalism

One of the most distinctive features of India’s pre-independence environmental ethos was how deeply ecology was embedded within religious practice. Nature worship wasn’t a separate category – it was inseparable from spiritual life. Deities across Hindu, tribal, and folk traditions are symbolically linked with animals, plants, and natural elements, reinforcing the sacredness of all creatures.

Deities and their ecological symbolism

In Hindu tradition, almost every major deity has an animal associated with them – Lord Shiva with the bull Nandi, Goddess Durga with the lion, Lord Vishnu with the eagle Garuda, Goddess Saraswati with the swan, and Lord Ganesha with the mouse. These associations served a practical purpose: they elevated the status of these animals in the public imagination, discouraging their killing and promoting their protection. Ancient Indian philosophy taught that protecting nature was the dharma (duty) of everyone in society, which is why people consistently worshipped trees, water, land, and animals.

Similarly, rivers like the Ganga, Yamuna, and Narmada were personified as goddesses, creating a cultural barrier against their pollution. Mountains such as the Himalayas were considered the dwelling places of gods. This interweaving of ecology with religion created powerful social norms that regulated human behaviour toward the environment far more effectively than any written statute could have at the time.

Tribal festivals celebrating nature

India’s tribal communities practised some of the most direct forms of nature worship. Two festivals stand out for their ecological significance: Sarhul and Karma (also called Karam).

Sarhul, celebrated primarily by the Munda, Santal, and Oraon tribes in Jharkhand and surrounding regions, is essentially a spring festival dedicated to the Sal tree (Shorea robusta). The festival is deeply rooted in the Sarna faith, an indigenous religion centred on nature worship, where sacred groves (called Sarna Sthals) are communally protected patches of forest near villages. During Sarhul, the village priest (known as the Pahan) conducts rituals at the sacred grove, offering Sal flowers, rice, and fruits to the deities. Communities refrain from harvesting any part of the Sal tree during this period, directly contributing to forest regeneration.

The Karma festival, celebrated in October, centres around the veneration of the Karam tree (Adina cordifolia) and aims to enrich agricultural yield. During this festival, Sarna tribals worship Karamsani, represented by a special twig called the Karma dal. These festivals are not just cultural events – they function as practical conservation mechanisms. By prohibiting the felling or harming of specific trees during certain periods, they allow forests to regenerate naturally.

What makes these practices especially significant is how they transmit ecological values across generations. Sarna followers take oaths during their festivals to protect land, rivers, and forests, and these commitments are passed down through oral tradition. In this way, environmental stewardship becomes a matter of cultural identity, not just policy compliance.

Sacred groves: India’s earliest protected areas

One of the most remarkable examples of traditional conservation in India is the institution of sacred groves. Known by various names across regions – devarakadu in Karnataka, kavu in Kerala, sarnas in Jharkhand – these are patches of forest that communities have protected for centuries based on religious beliefs.

Sacred groves represented community-based conservation where patches of forest were protected due to religious significance, and many of these ancient protected areas still exist today, harbouring rare biodiversity. India is estimated to have over 100,000 such groves scattered across the country. Within these spaces, no trees could be felled, no animals hunted, and even the removal of dead wood was often considered taboo.

The ecological outcome of this practice was extraordinary. Sacred groves served as refuges for rare and endemic species, preserved medicinal plants, prevented soil erosion, and maintained local water cycles. They functioned as biodiversity hotspots centuries before the term was coined. In many parts of India, these groves continue to protect plant and animal species that have disappeared from surrounding landscapes.

Ancient texts and environmental teachings

India’s literary heritage contains some of the world’s earliest documented environmental governance frameworks. Three texts deserve particular attention: the Vedas, Kautilya’s Arthashastra, and the Manusmriti.

The Vedas: ecological awareness as spiritual practice

The four Vedas – Rigveda, Yajurveda, Samaveda, and Atharvaveda – contain numerous references to environmental stewardship. The Atharva Veda poetically describes the Earth as a mother and all living beings as her children. The Rigveda encouraged systematic planting of trees for long-term well-being. The Atharvaveda regarded pure air as a form of medicine and warned against disrupting atmospheric balance.

These were not abstract ideas. Vedic society organised agricultural practices around ecological principles – crop rotation, organic manure, composting, and intercropping were standard methods that maintained soil fertility without depleting natural resources. Vriksha Ayurveda, an ancient treatise on plant science authored by Surapala around the 10th century, provided detailed guidance on sustainable agriculture, including the use of Panchgavya (a traditional organic preparation made from cow-derived products) as an eco-friendly alternative to chemical inputs.

Kautilya’s Arthashastra: environmental governance in the 4th century BCE

Perhaps the most impressive ancient Indian environmental text from a governance perspective is Kautilya’s Arthashastra, written around 300 BCE during the Mauryan Empire. While primarily known as a treatise on statecraft and economics, the Arthashastra contained remarkably detailed provisions for environmental protection.

The Arthashastra placed significant importance on safeguarding and managing forests, gardens, and orchards, considering them not just ecological assets but also notable sources of revenue. It classified the land between the Himalayas and the oceans into distinct regions – village areas, mountains, forests, drylands, plains, and uneven lands – showing a sophisticated understanding of diverse ecosystems.

Key environmental provisions in the Arthashastra included:

Forest protection: The text designated certain forests as protected areas called abhayaranya (literally, “forests free from fear”) and prescribed penalties for unauthorised tree felling. Special significance was given to trees that bore fruit, flowers, or provided shade. The Mauryas even designated specific forests to protect supplies of timber and to safeguard populations of lions and tigers.

Wildlife conservation: Penalties and strict punishments were imposed for injuring living creatures, whether domestic or wild. Specific officials – directors of forests, superintendents of cattle, horses, elephants, and pastures – were appointed to protect wildlife, prevent poaching, and regulate grazing.

Water management: The Arthashastra treated water as a collective resource, not a private commodity. Fines were prescribed for obstructing or diverting water courses and for damaging embankments. Detailed guidelines covered the construction of water reservoirs and the maintenance of water quality.

Pollution control: Regulations existed against contaminating water sources and dumping waste in public places. The text even prescribed various punishments for cutting trees and damaging the environment, applicable not only to common citizens but also to kings and leaders.

What makes the Arthashastra extraordinary is that many of its provisions mirror modern environmental legislation. India’s current Wildlife Protection Act (1972), Forest Conservation Act (1980), and Water Prevention and Control of Pollution Act (1974) all echo principles that Kautilya articulated over two millennia ago.

Emperor Ashoka’s contributions

Building on the Arthashastra’s framework, Emperor Ashoka (3rd century BCE) took environmental protection even further. Ashoka’s fifth pillar edict gave protection to animals and forests, defining a king’s duty as not merely protecting citizens and punishing wrongdoers but also safeguarding animal life and forest trees. He prohibited the killing of certain animal species on specific days and established what could be considered among the world’s earliest animal welfare regulations.

The Manusmriti: ecological ethics as law

The Manusmriti, composed in the post-Vedic period, further codified environmental ethics into a legal framework. It categorised all biodiversity into Chara (movable living organisms) and Achara (the immovable plant kingdom). Any deterioration of the five gross elements through unethical activities was classified as pollution, and contamination of any kind was treated as a punishable offence. The text laid down punishments for harming plants and trees, showing that environmental crimes were taken as seriously as offences against people.

The Bishnoi community: an early conservation movement

No discussion of India’s traditional environmental wisdom is complete without mentioning the Bishnoi community of Rajasthan. The Bishnoi are a religious community known for their deep respect for nature, with practices that include planting trees, protecting animals, and conserving water. Their 29 principles (from which the name Bishnoi, meaning “29,” is derived) explicitly mandate the protection of trees and wildlife.

In 1730 CE, 363 Bishnoi villagers, led by Amrita Devi, sacrificed their lives to prevent the felling of Khejri trees by the soldiers of the King of Jodhpur. This event, known as the Khejarli massacre, is one of the earliest recorded instances of people dying for environmental protection and inspired India’s modern Chipko movement of the 1970s.

Why this wisdom still matters

India’s traditional environmental practices weren’t isolated customs. They formed a comprehensive system of ecological governance rooted in religious values, cultural norms, and administrative structures. Sacred groves protected biodiversity. Festivals ensured forest regeneration. Ancient texts prescribed punishments for pollution and poaching. Communities like the Bishnoi demonstrated that environmental protection could be a matter of life and death.

The colonial period disrupted many of these systems. The establishment of the Imperial Forest Department in 1864 and subsequent Forest Acts fundamentally changed India’s relationship with its forests, often displacing indigenous communities from their traditional lands and disrupting sustainable local resource management systems. But the underlying wisdom didn’t disappear. Today, sacred groves still exist across India, tribal festivals continue to promote conservation, and scholars and policymakers are increasingly recognising the value of integrating traditional ecological knowledge with modern environmental science.

Understanding this heritage is not about romanticising the past. It’s about recognising that effective environmental protection doesn’t always need to come from top-down legislation. Sometimes, the most durable forms of conservation emerge from cultural values, community practices, and a worldview that sees humans not as masters of nature but as part of it.
