India is the world’s third-largest greenhouse gas emitter, home to over 1.4 billion people, and one of the economies most vulnerable to the effects of climate change. To address this reality, India has developed a multi-layered climate action strategy that operates at both national and state levels. From policy frameworks launched nearly two decades ago to active participation in global climate summits, India’s response to climate change reflects a careful balancing act between economic development and environmental responsibility.

The National Action Plan on Climate Change (NAPCC)

India launched the National Action Plan on Climate Change (NAPCC) on 30 June 2008, providing a roadmap for how the country intends to tackle climate change while continuing its economic growth. The plan outlines a national strategy that aims to enable the country to adapt to climate change and enhance the ecological sustainability of India’s development path. It was developed under the guidance of the Prime Minister’s Council on Climate Change and is coordinated by the Ministry of Environment, Forest and Climate Change (MoEFCC).

The plan stresses that maintaining a high growth rate is essential for increasing living standards of the vast majority of people in India and reducing their vulnerability to climate impacts. This dual focus – development and environmental protection – is central to everything the NAPCC sets out to achieve.

The eight national missions

At the core of the NAPCC are eight national missions, each anchored under a specific ministry responsible for its implementation and budgetary provisions. These missions cover energy, ecosystems, water, agriculture, and scientific research to create a comprehensive approach to climate action.

The eight missions are: National Solar Mission, National Mission for Enhanced Energy Efficiency, National Mission on Sustainable Habitat, National Water Mission, National Mission for Sustaining the Himalayan Ecosystem, National Mission for a Green India, National Mission for Sustainable Agriculture, and National Mission on Strategic Knowledge for Climate Change.

Here is what each mission focuses on:

National Solar Mission: This mission aims to promote the development and use of solar energy for power generation and other purposes, with the goal of making solar energy competitive with fossil-based alternatives. Originally targeting 20,000 MW, the ambition has since been scaled up dramatically. India now targets 500 GW of renewable energy capacity by 2030.

National Mission for Enhanced Energy Efficiency (NMEEE): This mission promotes the market for energy efficiency through innovative policies and effective market instruments. Key programmes under this mission include the Perform, Achieve and Trade (PAT) scheme, which sets targets for energy-intensive industries and rewards those that exceed them with tradeable energy-saving certificates.

National Mission on Sustainable Habitat: This mission seeks to promote energy efficiency as an essential component of urban planning, extending the Energy Conservation Building Code and emphasising urban waste management.

National Water Mission: This mission sets a goal of 20% improvement in water use efficiency through pricing and other measures to address the projected worsening of water scarcity under climate change scenarios.

National Mission for Sustaining the Himalayan Ecosystem: This mission aims to conserve biodiversity, forest cover, and ecological values in the Himalayan region, where glaciers – a major water source for millions – are retreating due to global warming.

National Mission for a Green India: This mission places greening in the context of climate change adaptation and mitigation, aiming to enhance ecosystem services such as carbon sequestration, hydrological services, and biodiversity.

National Mission for Sustainable Agriculture: This mission focuses on building climate resilience in agriculture through soil health management, integrated nutrient management, and water-efficient farming practices.

National Mission on Strategic Knowledge for Climate Change: This mission focuses on building national science and technology capacities in the area of climate change , including improved climate modelling, knowledge networks, and risk-assessment research.

Guiding principles of the NAPCC

The NAPCC is built on several foundational principles. These include protecting the poor through an inclusive and sustainable development strategy sensitive to climate change, achieving national growth while ensuring ecological sustainability, and pursuing efficient and cost-effective strategies for demand-side management. These principles ensure that climate action does not come at the expense of poverty alleviation or economic development.

State Action Plans on Climate Change (SAPCCs)

India is a geographically diverse country spanning multiple agro-climatic zones, from Himalayan glaciers to tropical coastlines. A single national plan cannot address every region’s unique vulnerabilities. This is why State Action Plans on Climate Change (SAPCCs) were introduced.

In 2009, the Government of India directed all state governments and union territories to prepare SAPCCs consistent with the strategy outlined in the NAPCC. In 2010, the MoEFCC provided state and union territory governments a common framework with sufficient flexibility to prepare their respective plans. This framework requires each state to conduct baseline assessments, evaluate climate vulnerability, examine future projections, and identify knowledge gaps.

As of recent updates, 34 states and union territories have prepared their SAPCCs. International organisations including GIZ, UNDP, the World Bank, and the UK’s DFID have provided technical assistance to states during the formulation process.

How Tamil Nadu tailored its climate plan

The Tamil Nadu State Action Plan on Climate Change (TNSAPCC) was endorsed by MoEFCC on 31 March 2015. The plan identifies seven vulnerable sectors and focuses on coastal zone management, water resources, agriculture, and health. Tamil Nadu has been particularly active in integrating renewable energy into farm irrigation and exploring energy-from-waste projects.

The MoEFCC later requested Tamil Nadu to revise its SAPCC with technical support from GIZ, aiming to re-examine state-specific vulnerabilities, review implementation progress, and align with India’s Nationally Determined Contributions (NDCs). The revised plan incorporates health, gender, disaster management, and Sustainable Development Goals.

Jharkhand’s approach to climate action

Jharkhand prepared its State Action Plan on Climate Change in 2013. As a mineral-rich and largely agrarian state, Jharkhand faces unique challenges around forest degradation, water scarcity, and livelihood vulnerability. Jharkhand’s plan emphasises generating energy from waste through pilot experiments and improving agricultural resilience through better water management practices. The state also focuses on protecting its significant forest cover, which serves as a critical carbon sink.

Common challenges across states

Despite the milestone that SAPCCs represent, they face serious shortcomings. A Centre for Science and Environment report concludes that SAPCCs, in their current form, fall short of addressing India’s climate-related challenges. Key issues include a lack of local vulnerability assessments, inconsistent budgeting, and poor monitoring.

There are huge variations in SAPCC budgets – for example, Madhya Pradesh demanded Rs. 5,000 crores while Tamil Nadu, with a slightly smaller population, demanded Rs. 400,000 crores. Many states have listed broad activities without connecting them to existing policies or new implementation mechanisms.

The combined budgetary requirement for implementing all SAPCCs is approximately INR 11.32 lakh crores (USD 188.66 billion) , reflecting the enormous scale of investment needed across India’s diverse regions.

Challenges in implementing India’s climate strategy

India faces several significant hurdles in translating its climate plans into on-the-ground results.

Financial constraints

The sheer financial demand of India’s climate ambitions is staggering. Recent estimates suggest that India requires approximately USD 2.5 trillion to meet its existing NDC targets through 2030, and nearly USD 673 billion in adaptation financing alone. The gap between what is needed and what is available – from both domestic and international sources – remains wide. The budget announced by the central government has also failed to meet the promises made in several areas.

Monitoring and coordination gaps

The monitoring systems for the eight national missions are either ineffective or absent. While progress reports exist for some missions like the Solar Mission and Water Mission, tracking progress on cross-cutting missions such as Sustainable Habitat and Green India has been difficult due to their multi-departmental nature. According to reports, it has been hard to track the status of different missions, as officers are often unwilling to share details and budget heads see constant changes.

Coal dependency and energy transition

One of the biggest structural challenges is India’s continued reliance on coal. Coal’s share in total electricity generation continues to be around 75%, and to align with the 1.5°C temperature limit, coal generation must drop to 17-19% by 2030. The country reached record coal production recently, and new coal plants continue to be built. While India has achieved its target of 50% non-fossil installed capacity ahead of schedule, the generation share of non-fossil sources is stagnating at around 25%.

Aligning state and national goals

State-level implementation remains uneven. In states like Punjab, very broad activities have been mentioned in SAPCCs, but these have not been linked with existing policies, and no new programmes have been proposed. The top-down nature of SAPCC formulation, combined with a lack of leadership and political will , has meant that many state-level plans remain documents on paper rather than engines of real action.

India’s role in global climate dialogue

India has been an active and increasingly influential participant in international climate negotiations. Its approach centres on the principle of Common but Differentiated Responsibilities (CBDR), which holds that all nations share the responsibility for addressing climate change, but developed countries – with their historical emissions – must take the lead.

From the Paris Agreement to Panchamrit

After the 2015 Paris COP, the Modi government embraced the Paris process and submitted India’s NDCs with specific, time-bound targets to reduce emissions intensity and expand renewable energy. India committed to reducing its emissions intensity by 33-35% from 2005 levels by 2030 and generating 40% of its electricity from non-fossil sources.

At COP26 in Glasgow in 2021, Prime Minister Modi announced India’s ‘Panchamrit’ commitments, including achieving net-zero emissions by 2070, targeting 50% renewable energy capacity by 2030, and reducing carbon intensity by 45% by 2030. The updated NDC formalised these higher ambitions.

Leadership through global initiatives

Rather than building a purely defensive equity-based coalition, India has pivoted toward more diversified, entrepreneurial climate leadership. Two major initiatives exemplify this shift:

The International Solar Alliance (ISA), co-founded by India and France in 2015, promotes solar energy adoption, particularly among tropical and developing countries. The Coalition for Disaster Resilient Infrastructure (CDRI) focuses on building infrastructure that can withstand climate-related disasters. Both initiatives have positioned India as a solution-oriented actor rather than just a negotiating partner.

During its G20 presidency in 2023, India endorsed the New Delhi Climate Agenda, which focuses on multilateral cooperation, climate finance, and sustainable development. India’s Mission LiFE (Lifestyle for the Environment) initiative further emphasises individual and community-level behavioural change as a component of climate action.

Climate finance and equity demands

India has consistently argued that developed countries must provide finance and technology to support developing countries’ climate action. At COP29 in Baku (2024), India pushed for the New Collective Quantified Goal (NCQG) on climate finance to be set at a minimum of USD 1 trillion per year. However, developing nations received a commitment of only USD 300 billion annually by 2035 – far below their demand of USD 1.3 trillion.

India also advocates for technology transfer without restrictive intellectual property conditions, particularly in clean energy technologies, electric vehicles, and energy efficiency systems.

India’s position at COP30 and beyond

India has not yet submitted its updated Nationally Determined Contribution for 2035 , and it was among the countries that missed the February and September 2025 deadlines. India has promised to submit the updated NDC in December 2025 , potentially using the delay to highlight shortfalls in climate financing and technology transfer from developed nations.

Despite the delays, India’s renewable energy progress has been notable. India has surpassed 50% non-fossil installed capacity and achieved its conditional NDC target well ahead of schedule. Government data released in July 2025 showed that installed electricity capacity had reached 484.82 GW. However, the share of coal in India’s total electricity generation continues to be around 75% , and real progress will require shifting from capacity targets to generation and consumption outcomes.

Looking ahead: can India bridge the gap?

India’s climate action framework has the right architecture – a national plan with eight targeted missions, state-level plans tailored to local conditions, and active participation in global negotiations. The country has made real progress: it met its renewable energy capacity targets early, has become the world’s fourth-largest in cumulative renewable capacity, and has positioned itself as a leader among developing nations.

But significant gaps remain. The continued expansion of coal, uneven state-level implementation, a massive financing shortfall, and weak monitoring mechanisms all threaten to undermine the ambition on paper. The urgent need for stronger policy implementation and more ambitious targets is clear if India is to reverse the upward trajectory of its projected emissions.

India’s climate future will depend not just on targets and missions, but on consistent execution, transparent tracking, and the political will to make difficult energy transition decisions – while ensuring that development reaches its most vulnerable populations.
