India is home to thousands of lakes that serve as vital freshwater reserves, support biodiversity, recharge groundwater, and sustain millions of livelihoods. Yet, rapid urbanisation, unchecked sewage discharge, industrial pollution, and encroachment have pushed many of these water bodies to the brink of ecological collapse. To address this growing crisis, the Government of India launched the National Lake Conservation Plan (NLCP) – a targeted initiative designed to restore and protect degraded lakes across the country. Understanding how the NLCP worked, what it achieved, and why it eventually evolved into a larger programme offers important lessons about water body conservation in India.

What is the National Lake Conservation Plan?

The NLCP was a Centrally Sponsored Scheme launched by the Ministry of Environment and Forests (MoEF) during the Ninth Five-Year Plan. Its core objective was to restore and conserve urban and semi-urban lakes that had been degraded due to wastewater discharge, solid waste dumping, and other anthropogenic pressures. The plan focused specifically on freshwater ecosystems and sought to bring scientific, planned interventions to lakes that were rapidly losing their ecological health.

Under the NLCP, a lake was defined as a standing water body with a minimum depth of three metres, a water spread of more than ten hectares, and little to no aquatic vegetation. This definition, while broad, helped establish a standardised framework for identifying water bodies eligible for conservation funding across states.

How was the NLCP funded?

When the NLCP was first approved, it operated as a 100% centrally funded scheme. The earliest projects – covering Powai Lake in Mumbai, Ooty Lake, and Kodaikanal Lake – received full financial support from the central government. However, this funding model changed in January 2001, when the scheme shifted to a 70:30 cost-sharing arrangement between the Centre and the respective state governments.

This shift was deliberate. A fully central model offered little incentive for states to take ownership of lake conservation projects. By requiring states to contribute 30% of the costs – with local bodies sometimes contributing up to 10% of the state share – the revised model aimed to increase state accountability and public participation. It ensured that state governments actively prioritised which lakes needed attention and committed resources to their upkeep.

Scale of funding and sanctioned projects

By January 2006, the MoEF had sanctioned 22 projects covering 37 lakes across 10 states, with a total estimated cost of approximately Rs. 486 crore. The Tenth Plan allocated Rs. 220 crore for NLCP, of which about Rs. 106 crore had been released by that point. Some notable lakes that received funding included Dal Lake in Srinagar (Rs. 298.76 crore – the single largest allocation), Nainital Lake in Uttarakhand, Mansagar Lake in Jaipur, and Rabindra Sarovar in Kolkata. Conservation work for eight lakes had been completed by March 2005.

The Ministry also conducted a study that identified 62 lakes across the country for potential conservation under the NLCP. This list was circulated to all state governments for prioritisation, and new projects could be added based on pollution status, state priorities, and available funding.

Conservation activities under the NLCP

The NLCP did not follow a one-size-fits-all approach. Conservation activities were tailored to the specific conditions of each lake, based on detailed project reports prepared through scientific surveys of water quality and biodiversity. The scheme covered a wide range of interventions aimed at both preventing further degradation and actively restoring lake health.

Pollution control from point sources

The primary focus was on intercepting, diverting, and treating pollution loads that were entering lakes. This included laying sewage networks, constructing sewage pumping stations and treatment plants, and ensuring that untreated municipal wastewater no longer flowed directly into lake basins. For instance, the Shivpuri Lakes project in Madhya Pradesh involved building a 20 MLD sewage treatment plant, along with sewage networks and pumping infrastructure.

In-situ lake cleaning

Beyond stopping pollution at its source, the NLCP also carried out direct cleaning measures within the lakes themselves. These included de-silting (removing accumulated sediment from the lake bed), de-weeding (clearing invasive aquatic vegetation), bioremediation, aeration, nutrient reduction, and other eco-technologies tested for effectiveness. These measures helped restore water depth, improve dissolved oxygen levels, and reduce eutrophication – the process by which excess nutrients cause algal blooms and oxygen depletion.

Catchment area treatment and shoreline development

Healthy lakes depend on healthy surroundings. The NLCP recognised this by including catchment area treatment – activities like afforestation, storm water drainage improvement, and installation of silt traps to prevent runoff from carrying pollutants and sediment into the lake. Additionally, shoreline development work such as strengthening of embankments, lake fencing, and construction of bathing ghats helped stabilise lake boundaries, prevent encroachment, and improve public access.

Solid waste management and public awareness

Many urban lakes suffered from indiscriminate dumping of solid waste along their shores. The NLCP addressed this through low-cost sanitation facilities, toilet blocks in surrounding areas, chain-link fencing, and – crucially – public participation and awareness campaigns. Engaging local communities was considered essential for long-term success, since no amount of infrastructure investment would help if the sources of pollution continued unchecked.

Criteria for selecting lakes under the NLCP

Not every lake in India was eligible for NLCP funding. The selection process involved multiple criteria to ensure that resources went where they were most needed and could be most effective.

The primary criteria were hydrological: a lake had to have a water spread of over 10 hectares (or over 3 acres if of religious or cultural importance) and a depth greater than three metres. Beyond these baseline measurements, the Ministry also evaluated lakes based on scientific parameters – water quality data, extent of pollution, level of biodiversity, siltation rates, and the degree of eutrophication.

Administrative readiness also mattered. States needed to demonstrate that they had the institutional capacity to implement projects and that they had prioritised the lakes based on local conditions. The NLCP guidelines required state governments to prepare detailed project reports through consultants or in-house experts, following standard protocols for water quality monitoring and sewage treatment design.

States were also encouraged to update their priority lists every five years to reflect changing environmental conditions and emerging threats. This dynamic approach allowed the programme to remain responsive rather than static.

Challenges faced by the NLCP

Despite its structured approach, the NLCP ran into several persistent challenges that limited its effectiveness.

Inadequate funding was a recurring issue. The scale of lake degradation across India far exceeded the financial resources available under the plan. With hundreds of degraded lakes and limited budget allocations, many water bodies simply could not be covered.

Slow implementation plagued several projects. Bureaucratic delays, poor coordination between central and state agencies, and difficulties in land acquisition for sewage infrastructure all contributed to projects running behind schedule. The Comptroller and Auditor General noted that lake development authorities and urban local bodies had often taken up conservation work in an ad hoc manner without proper coordination.

Continued pollution remained a core problem. Even where sewage treatment infrastructure was built, the sheer volume of untreated wastewater entering water bodies across India meant that results were often partial. According to policy analyses, only about ten per cent of wastewater generated in the country was being treated – a staggering gap.

Encroachment and urban expansion continued to shrink lake areas. Without strong enforcement at the local level, many lakes lost shoreline to construction and land reclamation, undermining the conservation work being done elsewhere.

Merger with the National Wetland Conservation Programme

By the early 2010s, it became clear that running two separate schemes – the NLCP for lakes and the National Wetland Conservation Programme (NWCP) for wetlands – was creating overlap and inefficiency. Lakes and wetlands are ecologically connected systems, and managing them under different frameworks led to fragmented conservation efforts.

In February 2013, the Cabinet Committee on Economic Affairs approved the merger of the NLCP and NWCP into a single integrated scheme called the National Plan for Conservation of Aquatic Eco-systems (NPCA). The merged scheme was designed to operate during the Twelfth Five-Year Plan at an estimated cost of Rs. 900 crore, with a 70:30 cost-sharing ratio between the Centre and states (90:10 for North Eastern states).

Why the merger made sense

The NPCA brought several advantages over the separate schemes. First, it adopted a holistic, ecosystem-based approach that treated lakes and wetlands as interconnected aquatic systems rather than isolated water bodies. Second, it operated under a common regulatory framework, which simplified governance and reduced duplication. Third, the merged scheme expanded its scope to include activities like inventorisation of water bodies, development of a national-level information system on lakes and wetlands, capacity building at state and local body levels, and a revision of the Wetlands Rules of 2010.

Under the NPCA, the Ministry of Environment, Forest and Climate Change has provided financial assistance for conservation of 165 wetlands across the country, including 42 Ramsar sites. The scheme also introduced tools like the Wetland Health Card for rapid assessment of ecosystem condition and established Wetlands Mitras – stakeholder platforms designed to enable collaborative and participatory management at the local level.

Impact and significance of the NLCP

Despite its challenges, the NLCP made important contributions to India’s approach to freshwater conservation.

Improved water quality in targeted lakes

Where projects were fully implemented, the NLCP achieved measurable improvements in water quality. The construction of sewage treatment plants, interception and diversion of wastewater, and de-silting operations helped reduce pollutant loads in several lakes. Lakes like Powai, Ooty, and the three Bangalore lakes that were among the earliest beneficiaries saw completion of conservation works within the initial phase of the programme.

Establishing a framework for lake governance

Perhaps the NLCP’s most lasting contribution was in creating a structured, criteria-based framework for lake conservation at the national level. Before the NLCP, there was no dedicated central scheme focused on lake restoration. The programme established protocols for scientific assessment, detailed project preparation, and state-centre coordination that continue to inform conservation practice under the NPCA today.

Biodiversity and ecosystem services

By restoring water quality and reducing pollution loads, the NLCP helped maintain and improve biodiversity in and around urban lakes. Healthy lakes serve as habitats for fish, migratory birds, and diverse aquatic organisms. They also provide essential ecosystem services – from groundwater recharge and flood mitigation to microclimate regulation and recreational opportunities for urban populations.

Community involvement and awareness

The NLCP’s emphasis on public participation – through awareness campaigns, community monitoring, and local body involvement – helped build a culture of lake stewardship in several cities. This participatory approach became a cornerstone of the successor NPCA scheme, which further strengthened community engagement through the Wetlands Mitras initiative.

The road ahead: from NLCP to NPCA and beyond

The transition from NLCP to NPCA reflects a broader understanding that aquatic ecosystems cannot be conserved in isolation. Lakes, wetlands, rivers, and groundwater systems are all interconnected, and effective conservation requires an integrated, multidisciplinary approach. The NPCA has taken this forward by incorporating wetland health monitoring, regulatory reforms like the Wetlands (Conservation and Management) Rules of 2017, and capacity building at the state level.

However, significant challenges remain. Urbanisation pressure continues to encroach on lake boundaries. Industrial and domestic pollution loads keep rising. Fund releases are often delayed, and inter-departmental coordination at the state level remains weak. Climate change adds another layer of stress, with erratic rainfall patterns affecting lake hydrology and water availability.

For the NPCA – and any future conservation programme – to succeed, states need to move beyond treating lake conservation as a project-based exercise and instead embed it into urban planning and governance. Strong enforcement of wetland protection rules, investment in sewage treatment infrastructure, and sustained community engagement will be key to ensuring that India’s lakes survive and thrive.
