Imagine walking through a city where waste isn’t just discarded but transformed into opportunity. Where people who once lived on society’s margins now stand as recognized service providers, wearing green vests with pride. Where companies exchange resources instead of sending them to landfills, creating jobs and revenue along the way. This isn’t a distant vision-it’s happening right now in cities around the world, thanks to the circular economy approach to waste management.

The circular economy is more than an environmental strategy; it’s a powerful engine for creating dignified livelihoods. By keeping materials in use and designing out waste, circular systems generate economic opportunities for communities while protecting our planet. Let’s explore three remarkable examples where this philosophy has transformed both cities and lives.

When waste pickers became waste managers in Belo Horizonte, Brazil

In the 1990s, Belo Horizonte faced a growing waste crisis. Brazil’s third-largest city was generating enormous amounts of garbage while thousands of people, known as catadores, scavenged through dumps to survive. These waste pickers were stigmatized, often viewed as criminals rather than contributors to society.

Then something remarkable happened. Instead of criminalizing waste pickers, the city decided to partner with them. In 1990, waste pickers formed ASMARE, the first cooperative of its kind, with help from a local NGO. Three years later, the municipal government launched its Integrated Solid Waste Management program, and ASMARE became a formal partner in the city’s recycling system.

Building dignity through organization

The transformation was profound. By 2012, around 600 people were officially employed through various waste picker cooperatives, each with individual contracts with the city. Workers who had once rummaged through landfills now collected recyclables through weekly door-to-door pickup services and voluntary drop-off sites spread across the city.

But ASMARE didn’t stop at basic collection. The cooperative developed training programs, teaching members how to transform recyclable materials into art and furniture. What was once trash became treasure-literally. Through an arts program running for nearly a decade, workers learned to create sofas, benches, tables, and jewelry from discarded materials, generating additional income beyond selling recyclables.

The numbers tell a success story: working conditions improved dramatically, with catadores earning a monthly minimum wage. By 2012, 93 percent of waste was disposed of in environmentally sound landfills, and 95 percent of residents benefited from waste collection services. Just as importantly, waste pickers gained social recognition. They became valued stakeholders, participating in the Municipal Waste and Citizenship Forum alongside government officials and NGOs.

How Cape Town connected companies to turn waste into profit

Thousands of miles north in South Africa, Cape Town took a different but equally innovative approach. Faced with rising unemployment and dwindling landfill space, the city launched the Western Cape Industrial Symbiosis Programme in 2013-Africa’s first initiative of its kind.

WISP operates on a simple yet powerful premise: one company’s waste is another’s raw material. Sector-specialist facilitators visit manufacturing companies, understand their production processes, and identify opportunities to exchange unused resources. The service is completely free, funded by the City of Cape Town.

Creating value from industrial byproducts

The results speak volumes. A marketing company that used single-use conference banners found a manufacturer who could transform them into bags and clothing, diverting two tonnes from landfills annually while both companies saved money. Waste egg whites from ice cream production became ingredients for a small confectionery business. Foundry sand, previously sent to landfills, now gets reused in brick manufacturing.

Through 231 synergies facilitated to date, WISP has diverted more than 143,000 tonnes of waste from landfills and created 411 jobs, mainly in small and medium enterprises. The program has generated financial benefits worth 155 million rand through additional revenue, cost savings, and private investments.

What makes WISP particularly effective is its return on investment: for every rand the government invests, the program returns eight rands in economic benefits to its network. Companies reduce transportation and landfill costs, access cheaper alternative raw materials, and sometimes generate entirely new revenue streams. The success has inspired similar programs across South Africa and in Ghana and Mauritius.

Pune’s women-led revolution in waste collection

Perhaps the most inspiring story comes from Pune, India, where more than 3,500 waste pickers-mostly women from marginalized castes-transformed their city’s approach to waste management while transforming their own lives.

In 1993, around 800 informal waste workers gathered for a “Convention of Waste Workers” and formed their union, known as KKPKP. For years, they advocated for recognition and integration into the municipal system. Their persistence paid off. In 2008, they established SWaCH, India’s first fully worker-owned waste collection cooperative, in partnership with the Pune Municipal Corporation.

From landfills to livelihoods

SWaCH operates on a model that empowers its members. Workers collect segregated waste door-to-door from households, sorting recyclables from wet waste. They’re compensated through user fees paid directly by residents and by selling recyclables to scrap dealers. The municipality covers administrative costs while waste pickers maintain their autonomy, making independent decisions about their work hours and campaigns.

The environmental impact is substantial. Through SWaCH’s efforts, 60 metric tonnes of waste are diverted from landfills daily, with up to 85 percent of the city’s waste being recycled or processed. This translates to annual greenhouse gas emission savings of approximately 50,000 tonnes of carbon dioxide equivalent.

But the social transformation might be even more remarkable. Workers who were once stigmatized as society’s lowest members now wear green vests and carry identification cards endorsed by the municipal corporation. They’ve become respected service providers. One member, Pinky Sonawane, earns more than her husband and takes pride in her work educating residents about proper waste segregation.

Empowerment through education and advocacy

SWaCH goes beyond collection services. The cooperative runs innovative campaigns like the “Red Dot” initiative, which educates households about safely wrapping sanitary waste to protect workers’ health. They organize recycling trails where volunteers shadow waste workers to understand the entire waste management value chain. They’ve even sent sanitary pads back to manufacturers, pushing companies to think more responsibly about packaging and disposal.

The cooperative’s door-to-door collection model saves the municipality approximately 900 million rupees annually in labor, processing, and transportation costs-nearly half the capital budget for Pune’s entire waste management system. Beyond the numbers, SWaCH has influenced national policy. India now requires cities to register waste pickers, provide them with identification cards, and integrate them into formal waste management systems.

Lessons from the circular economy frontlines

These three examples reveal common threads. First, circular economy initiatives create livelihoods when they recognize and formalize existing informal work. In both Belo Horizonte and Pune, waste pickers were already doing valuable environmental work-the cities simply needed to acknowledge it and provide proper support.

Second, collaboration between government, businesses, and communities is essential. WISP succeeds because it brings companies together with municipal support. ASMARE and SWaCH thrive through partnerships with city governments willing to share power and decision-making.

Third, circular economy jobs offer more than income-they provide dignity, social recognition, and pathways for advancement. Training programs, democratic governance structures, and opportunities for innovation allow workers to develop skills and shape their own futures.

Finally, these models prove that environmental and social goals aren’t competing priorities. When designed thoughtfully, circular systems simultaneously reduce waste, cut emissions, create jobs, and uplift marginalized communities. They show us that taking care of our planet and taking care of each other can be one and the same endeavor.
