Biodiversity conservation is often discussed at global summits and in national policy documents, but the real work happens on the ground – in cities, villages, and local ecosystems. That’s where Local Biodiversity Strategy and Action Plans (LBSAPs) come in. These are practical, locally tailored plans that translate broad national and international conservation goals into specific, actionable steps for cities and communities across India. Whether it’s protecting an urban wetland, managing invasive plant species, or creating a new biodiversity park, LBSAPs put the power – and responsibility – of conservation directly in the hands of local governments and residents.

Why local action matters in biodiversity conservation

India is one of the world’s 17 megadiverse countries, home to around 7-8% of the world’s recorded species. Protecting this extraordinary variety of life cannot be managed from a single national office in New Delhi. Ecosystems are inherently local – the mangrove patches along Kerala’s coast face very different threats than the grasslands of the Deccan Plateau or the alpine meadows of Sikkim.

This is precisely why LBSAPs exist. They serve as the critical link between on-the-ground conservation needs and broader policy frameworks. An LBSAP enables a city or panchayat to identify its unique ecological assets, assess threats, and plan specific conservation measures suited to its geography and resources. As ICLEI’s Cities Biodiversity Center notes, LBSAPs can be far more specific than national-level plans – assigning deadlines, designating responsible staff, and drawing directly from local community input. This makes them both more consultative and easier to implement effectively.

India’s updated National Biodiversity Strategy and Action Plan (NBSAP), released at COP 16 in October 2024, reinforces this bottom-up approach. The plan emphasises ecosystem-based management, sectoral integration, and community-driven conservation efforts. But for these national goals to translate into tangible outcomes, every state, district, and city needs its own localized plan. LBSAPs are how that happens.

Key objectives of LBSAPs

While every LBSAP is tailored to its local context, most share a common set of core objectives. These aren’t vague aspirations – they are designed to produce measurable, on-the-ground results.

Biodiversity assessment and documentation

Before any conservation action can begin, a city or local body needs to understand what it has. The first step in any LBSAP is a thorough biodiversity assessment – cataloguing existing flora, fauna, and ecosystems within the jurisdiction. Under the Biological Diversity Act of 2002, Biodiversity Management Committees (BMCs) are responsible for preparing People’s Biodiversity Registers (PBRs), which document the biological resources and associated traditional knowledge of a given area. These registers form the scientific baseline for any action plan.

For instance, the LBSAP developed for Kochi involved detailed surveys of trees, butterflies, and bird species conducted with the support of ICLEI South Asia under the INTERACT-Bio project. Similarly, Jammu’s LBSAP documented the city’s lakes, wetlands, and terrestrial ecosystems before identifying conservation priorities.

Creating and managing biodiversity parks

One of the most visible outcomes of LBSAPs is the development of biodiversity parks – designated green spaces within or near urban areas that are managed specifically for ecological restoration. India’s National Institute of Urban Affairs (NIUA) highlights examples like the Yamuna Biodiversity Park and the Aravalli Biodiversity Park in Delhi. These spaces serve a dual function: they restore degraded habitats and provide urban residents with accessible green areas that support mental and physical well-being.

LBSAPs typically outline specific targets for establishing such parks, including site selection, species to be planted (prioritising native species), and long-term maintenance plans. In rapidly expanding Indian cities, these parks are often the last line of defence for local species being squeezed out by concrete and asphalt.

Managing invasive species

Invasive alien species are a serious and growing threat to India’s native biodiversity. Plants like Lantana camara and Prosopis juliflora have overrun large areas of forest and scrubland, outcompeting native vegetation and disrupting entire ecosystems. LBSAPs identify the specific invasive species present in a locality and outline strategies for their containment or removal.

This is an area where local action is especially important because invasive species management requires sustained, on-the-ground effort – it cannot be directed effectively from the national level alone. A city’s LBSAP might, for example, organise community drives to remove invasive species from urban waterbodies or partner with local research institutions to develop biological control methods.

Promoting urban biodiversity conservation

Urban areas might seem like an unlikely focus for biodiversity work, but they harbour a surprisingly high proportion of species. According to the NIUA training manual on urban biodiversity, cities contain diverse habitats – from maintained parks and gardens to wetlands, abandoned industrial sites, roadside verges, and even cemeteries, all of which can serve as reservoirs of biological diversity.

LBSAPs for Indian cities increasingly focus on integrating biodiversity considerations into urban master plans. This can include maintaining wildlife corridors between green patches, protecting urban wetlands from encroachment, planting native tree species along roads, and designing new developments with ecological sensitivity. Cities like Gangtok and Vijayawada have already taken steps in this direction under the ClimateSmart Cities Assessment Framework (CSCAF).

Community involvement and capacity building

An LBSAP written by experts and filed in a municipal office achieves very little if local communities don’t participate in its implementation. Community engagement is not a nice-to-have – it is the backbone of any successful local conservation effort.

The role of Biodiversity Management Committees

India’s Biological Diversity Act mandates the formation of BMCs at the local level – in every village panchayat and urban local body. These committees include representatives from local communities, Panchayati Raj Institutions, and other stakeholders with knowledge of traditional practices and local ecosystems. As of recent counts, over 244,000 BMCs are functioning across 28 Indian states.

BMCs are responsible for documenting local biodiversity through PBRs, facilitating access and benefit-sharing agreements for biological resources, and ensuring that conservation plans reflect the knowledge and priorities of the people who live closest to these ecosystems. India’s three-tier governance structure – the National Biodiversity Authority, State Biodiversity Boards, and local BMCs – ensures that decision-making happens at the appropriate level.

Education and awareness

Many people living in biodiversity-rich areas don’t fully understand the ecological value of the species and habitats around them. LBSAPs therefore include public education components – school programmes, community workshops, citizen science projects, and awareness campaigns designed to build a local conservation ethic.

The INTERACT-Bio project, implemented by ICLEI South Asia in Indian cities, offers a useful model. In Kochi, the LBSAP was developed through a participatory and scientifically informed process that involved residents, academics, and local officials at every stage. This kind of inclusive approach ensures the plan reflects real needs and has genuine local buy-in.

Building technical capacity

Not every municipality has the technical know-how to conduct biodiversity assessments, use GIS mapping for habitat analysis, or develop species recovery programmes. Capacity building is therefore a key element of LBSAP implementation. This involves training local government officials, empowering community volunteers, and creating partnerships with academic institutions and NGOs that can provide technical support.

ICLEI South Asia, for example, provides training and capacity building on topics like local biodiversity planning, vulnerability assessment, and resilience strategy development. Similarly, NIUA’s training manuals under the CSCAF initiative guide city officials through the entire process – from stakeholder mapping and baseline assessments to action plan development and implementation.

Aligning local actions with national and global goals

LBSAPs do not exist in isolation. They are designed to contribute directly to India’s national biodiversity targets and, through them, to global conservation goals agreed upon under the Convention on Biological Diversity (CBD).

From the Aichi Targets to the Kunming-Montreal framework

Between 2011 and 2020, the global biodiversity agenda was guided by the Strategic Plan for Biodiversity and its 20 Aichi Biodiversity Targets. These included goals for habitat protection, sustainable resource use, and invasive species management. Unfortunately, none of the Aichi Targets were fully achieved by the 2020 deadline – a failure attributed to insufficient ambition, poor alignment between national plans and global targets, and limited monitoring capacity.

In December 2022, the world adopted a more ambitious successor: the Kunming-Montreal Global Biodiversity Framework (GBF). This framework sets four overarching goals for 2050 and 23 specific action targets for 2030. Among the most prominent is the “30×30” target – conserving at least 30% of the world’s terrestrial, inland water, and coastal and marine areas by 2030. The GBF also calls for the restoration of degraded ecosystems, reduction of harmful subsidies, and meaningful participation of indigenous and local communities in conservation governance.

India’s alignment through the updated NBSAP

India released its updated NBSAP at COP 16 in Colombia in October 2024, aligning its national targets with the Kunming-Montreal framework. The updated plan sets 23 national biodiversity targets and emphasises a “Whole-of-Government” and “Whole-of-Society” approach – recognising that effective biodiversity conservation requires coordination across ministries, levels of government, and society at large.

LBSAPs are the mechanism through which these national targets get implemented at the city and village level. When Gangtok develops an LBSAP to conserve its biological diversity, or when Kochi maps its urban tree canopy, these local actions directly contribute to India’s progress on targets related to habitat protection, urban greening, and species conservation. The NBSAP’s focus on a bottom-up approach for implementation makes LBSAPs more relevant than ever.

Why this multi-level alignment matters

Global frameworks like the GBF provide direction and ambition. National plans like the NBSAP create the policy and institutional scaffolding. But it’s the LBSAPs that do the actual heavy lifting. Without local plans that are tailored to specific ecosystems, resourced with adequate funding, and backed by community participation, even the best national strategies remain paper documents.

The lesson from the failed Aichi Targets is clear: global commitments must be translated into SMART – Specific, Measurable, Achievable, Realistic, and Time-bound – local targets with reliable metrics. LBSAPs, when properly designed and implemented, provide exactly this kind of specificity. They turn aspirational global phrases into concrete actions: this wetland protected, those invasive species removed, that community trained, this biodiversity park established.

Challenges and the road ahead

Despite their importance, LBSAPs in India face significant challenges. Many municipalities lack the financial resources and technical expertise to develop and implement comprehensive plans. BMCs, while numerous, often suffer from inadequate training and limited authority. Coordination between local, state, and national agencies remains uneven.

There’s also the challenge of monitoring and evaluation. Without robust systems to track progress, it’s difficult to know whether local actions are producing the intended conservation outcomes. The use of tools like GIS mapping, the City Biodiversity Index, and regular species surveys can help, but these require sustained investment.

That said, the trajectory is encouraging. Indian cities like Kochi, Gangtok, and Jammu have demonstrated that participatory, scientifically grounded LBSAPs can be developed even with modest resources. The growing support from international initiatives, the strengthened institutional framework under the updated NBSAP, and the increasing awareness among urban residents about biodiversity all point in a positive direction.

The key will be scaling these early successes. India has thousands of urban local bodies and hundreds of thousands of village panchayats. Each one sits at the frontline of a unique local ecosystem. The more of them that develop and act on LBSAPs, the greater India’s contribution to halting global biodiversity loss will be.
