Wetlands cover only about 6% of the Earth’s land surface, yet they are among the most productive and ecologically vital ecosystems on the planet. They purify water, recharge groundwater, buffer floods, store carbon, and support an extraordinary range of biodiversity. Despite all this, roughly 22% of the world’s wetlands have vanished since the 1970s, with their rate of destruction outpacing even that of forests. It was this alarming trajectory that led to the creation of the Ramsar Convention – the world’s first international treaty focused specifically on conserving a natural ecosystem type. More than five decades later, it remains the cornerstone of global wetland protection.

Overview of the Ramsar Convention
The Ramsar Convention – formally known as the Convention on Wetlands of International Importance – was adopted on 2 February 1971 in the Iranian city of Ramsar. It entered into force on 21 December 1975. The treaty emerged during the 1960s from growing alarm among governments and conservation organisations over the rapid decline of wetland habitats, particularly those relied on by migratory waterbirds. Representatives from eighteen nations signed the original agreement, making it the oldest modern global intergovernmental environmental treaty.
The Convention’s stated mission is to promote the conservation and wise use of all wetlands through local, national, and international cooperation, contributing to sustainable development worldwide. As of early 2026, 172 national governments participate in the Convention, and over 2,520 Ramsar Sites protecting more than 253 million hectares have been designated.
What counts as a wetland?
The Ramsar Convention uses a deliberately broad definition of wetlands. It encompasses marshes, fens, peatlands, rivers, lakes, underground aquifers, mangroves, coral reefs, estuaries, tidal flats, and even human-made systems such as rice paddies, fish ponds, and reservoirs. Water within these areas can be fresh, brackish, or saline, and static or flowing. Coastal and marine areas where water depth does not exceed six metres at low tide are also included. This wide scope allows the treaty to address a vast range of habitats – from tropical mangrove forests to high-altitude alpine lakes.
How does the Convention work?
The Convention operates through a structured governance system. The Conference of the Contracting Parties (COP) is the highest decision-making body, meeting every three years to review progress, set priorities, and approve budgets. Between COP sessions, a Standing Committee handles interim business, while the Scientific and Technical Review Panel (STRP) provides expert scientific guidance. The Ramsar Secretariat, based in Gland, Switzerland, administers the treaty’s day-to-day operations. UNESCO serves as the depositary for the Convention’s legal instruments.
Six international organisations serve as official partners, including Wetlands International, IUCN, and BirdLife International. These partners contribute technical expertise, field-level support, and funding. Every year on 2 February, the anniversary of the Convention’s signing, the world observes World Wetlands Day to raise public awareness about wetland values.
Criteria for Ramsar Site designation
Not every wetland becomes a Ramsar Site. The Convention has established nine specific criteria for identifying Wetlands of International Importance. A wetland needs to satisfy just one of these criteria to qualify for designation, though many sites meet several. These nine criteria are organised into two broad groups.
Group A: Representative, rare, or unique wetland types
The first criterion under Group A asks whether a wetland contains a representative, rare, or unique example of a natural or near-natural wetland type within the relevant biogeographic region. This ensures that the global list captures the full diversity of wetland ecosystems rather than concentrating only on large or well-known sites. A small peat bog in a region where such habitats are scarce, for example, could qualify under this criterion even if it is modest in size.
Group B: Sites important for conserving biological diversity
The remaining eight criteria fall under Group B and focus on biodiversity value. These are further divided into criteria based on species and ecological communities, and criteria based on waterbirds and fish.
Key criteria in this group include whether a wetland supports vulnerable, endangered, or critically endangered species or threatened ecological communities (Criterion 2); whether it maintains populations of plant or animal species important for regional biodiversity (Criterion 3); and whether it supports species at a critical stage of their life cycle, such as during migration or breeding (Criterion 4).
Quantitative thresholds also apply. A wetland qualifies under Criterion 5 if it regularly supports 20,000 or more waterbirds. Under Criterion 6, it qualifies if it regularly supports 1% of the population of a particular waterbird species or subspecies. A similar 1% threshold applies for wetland-dependent fish species (Criteria 7 and 8) and non-avian wetland-dependent animals (Criterion 9). This ninth criterion was the most recent addition, adopted at COP9 to expand protection beyond birds and fish.
The designation process
Each country that joins the Convention must designate at least one wetland for the Ramsar List at the time of accession. The national administrative authority prepares a Ramsar Information Sheet (RIS) that documents how the proposed site meets relevant criteria and describes its ecological character. The Ramsar Secretariat reviews the data and maps to ensure they meet established standards, and then publishes the site information to the Ramsar Sites Information Service. Countries are also encouraged to maintain national wetland inventories to identify and prioritise sites for future designation.
Wise use and management of wetlands
The concept of wise use sits at the heart of the Ramsar Convention and distinguishes it from purely preservationist approaches. First introduced in 1987 and refined at COP9 in 2005, wise use is defined as the maintenance of a wetland’s ecological character through the implementation of ecosystem-based approaches within the context of sustainable development.
What wise use means in practice
Wise use does not mean locking wetlands away from human activity. Instead, it recognises that wetland conservation and human use can coexist when managed carefully. Fishing communities harvesting sustainably from a coastal lagoon, rice farmers maintaining paddy fields that double as waterbird habitat, or cities managing urban wetlands for both recreation and flood control – all are examples of wise use in action. The key requirement is that these activities do not fundamentally alter the wetland’s ecological character.
Importantly, the wise use concept applies to all wetlands within a country’s territory, not just those on the Ramsar List. This means signatory nations commit to integrating wetland conservation into their broader land-use planning and national development policies.
Management obligations for member countries
Under the Convention, contracting parties agree to adopt national wetland policies, produce wetland inventories, conduct monitoring and research, raise public awareness, and develop integrated management plans for designated sites. If the ecological character of a Ramsar Site changes or is under threat, the site may be placed on the Montreux Record – a register that triggers additional support and collaborative problem-solving mechanisms.
Countries are also expected to promote wetland conservation by establishing nature reserves, training wetland managers, and fostering involvement of local communities and indigenous peoples in site management. The Ramsar Secretariat has published a series of handbooks covering everything from wetland management planning to coastal management guidelines to help decision-makers put these commitments into practice.
Challenges in implementation
Despite the framework’s ambitions, implementation on the ground remains uneven. Some countries have robust legal and institutional systems for wetland protection; others struggle with underfunding, limited institutional capacity, or competing development pressures. The Australian government, for instance, has developed detailed national guidelines for Ramsar implementation and currently protects 67 Ramsar Sites covering more than 8.3 million hectares. By contrast, in some other member states, management plans either remain unpublished or poorly enforced. The gap between COP decisions and on-the-ground conditions is a recurring theme in assessments like the Global Wetland Outlook.
Ramsar’s role in biodiversity and climate resilience
Wetlands punch well above their weight when it comes to both biodiversity and climate regulation. These ecosystems are critical nurseries, breeding grounds, and migratory stopovers for countless species – from freshwater fish and amphibians to migratory shorebirds traversing entire continents. The Ramsar Convention, by protecting over 2,500 sites worldwide, plays a significant role in maintaining these ecological networks.
Supporting global biodiversity
Ramsar Sites harbour some of the planet’s most concentrated biodiversity. The Delaware Bay Estuary in the United States, for example, serves as a staging area for over 90% of the North American populations of five migratory shorebird species. It hosts the world’s largest horseshoe crab population and provides critical habitat for 35% of the region’s threatened and endangered species. The Sundarbans – shared between India and Bangladesh – shelter the Bengal tiger and are the world’s largest mangrove forest. Each Ramsar Site serves as a node in a much larger web of ecological connectivity.
Wetlands also support biodiversity indirectly by maintaining water quality, controlling erosion, and creating habitat mosaics that benefit species well beyond the wetland boundary. The loss of even a single critical wetland along a migratory flyway can have cascading effects on bird populations thousands of kilometres away.
Flood control and water regulation
Wetlands act as natural sponges. They absorb excess rainfall during storms, slow runoff, and release water gradually during dry periods. This capacity makes them powerful tools for disaster risk reduction. Floodplain wetlands can reduce peak flood levels in downstream areas, while coastal mangroves and salt marshes dissipate wave energy and protect shorelines from storm surges. In an era of intensifying extreme weather events, these natural infrastructure functions have enormous economic value – often more cost-effective than engineered alternatives like dams and levees.
Climate change mitigation and adaptation
Wetlands, particularly peatlands and mangroves, are among the most efficient carbon sinks on Earth. Peatlands alone cover roughly 3% of global land area but store approximately twice as much carbon as all the world’s forests combined. When these ecosystems are drained or degraded, the stored carbon is released as greenhouse gases, accelerating warming. Protecting and restoring wetlands through the Ramsar framework therefore directly supports climate mitigation goals.
On the adaptation side, wetlands buffer communities against rising sea levels, increased drought frequency, and temperature extremes. Parties to the Convention increasingly recognise wetlands as cost-effective nature-based solutions that contribute to both greenhouse gas reduction and climate adaptation. The Ramsar Strategic Plan has explicitly integrated climate change considerations, aligning with the Paris Agreement, the Kunming-Montreal Global Biodiversity Framework, and the UN 2030 Agenda for Sustainable Development.
The road ahead
Despite progress, the threats to wetlands are growing. Agricultural expansion, pollution, unsustainable water extraction, and urban sprawl continue to degrade wetland ecosystems faster than they can be restored. Some estimates suggest that as much as 90% of the world’s wetlands have been lost since the 1700s, with destruction accelerating in recent decades. Climate change compounds these pressures through altered precipitation patterns, sea-level rise, and increased frequency of extreme weather.
Addressing these challenges requires not just designating more Ramsar Sites but ensuring that existing ones are effectively managed, adequately funded, and integrated into national climate and development strategies. Regional and transboundary cooperation is also essential, since many wetlands span national borders and migratory species depend on wetland networks across multiple countries.
