Picture a landfill equipped with systems to capture methane gas produced by decomposing organic matter. This gas can fuel generators, producing electricity that generates revenue or offsets energy costs. The Limited Resource Approach assigns a monetary value to these benefits, factoring in interest rates, time horizons, and the total cost per ton of waste served.
Balancing costs and benefits
This approach represents a fundamental shift in thinking-from viewing landfills solely as disposal endpoints to recognizing them as potential assets. A facility that recovers energy can charge lower tipping fees because revenue from electricity sales offsets operational costs. This creates a virtuous cycle: lower fees attract more waste, which generates more energy, which reduces fees further. The model works best in regions with high organic waste content and favorable conditions for bioreactor operation.
Challenges and opportunities in Indian context
Despite regulatory frameworks and innovative financing models, India generates approximately sixty-two million tons of waste annually, with only about twelve million tons receiving proper treatment. Population growth compounds the challenge-projections suggest waste generation will reach one hundred sixty-five million tons by two thousand thirty.
The informal sector plays a crucial but underappreciated role in Indian waste management. Waste pickers extract recyclable materials from mixed waste streams, providing livelihoods for hundreds of thousands while reducing landfill volumes. Any tipping fee system must account for and ideally support this existing ecosystem rather than displacing these vulnerable workers.
