A radiation emergency – whether from a nuclear power plant accident, a dirty bomb, or nuclear fallout – can happen with little warning. While large-scale responses depend on government agencies, what you personally do in the first few hours matters enormously. According to the CDC, the three guiding principles for individual action are simple: get inside, stay inside, and stay tuned. These aren’t just catchphrases – they reflect decades of research on how ordinary people can significantly reduce their radiation exposure without any specialized equipment.

The single most effective thing an individual can do during a radiation emergency is to get into a solid building immediately and remain there. Building walls – especially brick and concrete – block a significant portion of harmful radiation. Once inside, move to the basement or the center floors of a multi-story building, staying as far from exterior walls, windows, and the roof as possible, since radioactive material settles on the outer surfaces of structures.
Why staying inside works
Radioactive fallout loses intensity rapidly over time. The American Red Cross notes that staying sheltered for at least 24 hours allows radiation levels to fall dramatically – fallout typically declines to roughly 1% of its initial level within two weeks. The CDC recommends remaining inside for at least 24 hours after a detonation unless there is an immediate threat such as fire, gas leak, or structural collapse, or unless authorities confirm it is safe to leave.
Once you are inside, take these steps to reduce the entry of contaminated outside air: turn off fans, air conditioners, and any forced-air ventilation systems that draw in air from outdoors. The CDC advises closing and locking all windows and doors and shutting fireplace dampers. If you can cover gaps around doors and vents with towels or tape, do so.
Following emergency protocols
During a radiation emergency, emergency management agencies will communicate critical instructions through television, radio, official websites, and emergency alert systems. OSHA emphasizes that if communication networks remain operational, local news sources and authorities will provide specific guidance including evacuation routes, safe food and water sources, and when it is safe to leave shelter. The key rule is straightforward: do not leave your building until authorities explicitly say it is safe. Acting on rumors or leaving early can dramatically increase your radiation dose.
Before an emergency occurs, it is wise to prepare a family communications plan – identify a meeting point outside your home, designate an out-of-state contact who can relay your safety status to family members, and familiarize yourself with your workplace’s or school’s shelter-in-place protocols. Ready.gov recommends pre-identifying an interior room or basement in your home with few or no windows as your designated shelter location.
Hygiene and contamination control
If you were outdoors when a radiation emergency occurred, your skin, hair, and clothing are likely contaminated with radioactive particles. Decontamination – removing that radioactive material from your body – is one of the most powerful individual actions you can take. The CDC’s self-decontamination guidance makes clear that removing contamination quickly reduces your ongoing radiation dose significantly.
Removing contaminated clothing
The very first step is to remove your outer layer of clothing. The CDC states that simply taking off the outermost layer of clothing can eliminate up to 90% of radioactive material from your body. Remove clothing carefully – avoid shaking it, as that releases radioactive dust into the air around you. Place the clothing in a sealed plastic bag and put that bag as far away from people and pets as possible. This single action is remarkably effective and requires nothing beyond what you are already wearing.
Washing and showering
After removing clothing, wash exposed skin thoroughly. The CDC recommends washing your hands, face, and any uncovered skin at a sink with soap and plenty of water. Pay careful attention to the face – gently blow your nose and wipe your eyelids, eyelashes, and ears with a damp cloth or moist wipe. Then take a warm shower using plenty of soap and shampoo. Do not scrub or scratch your skin aggressively; gentle washing is sufficient and avoids breaking the skin barrier, which could allow radioactive particles to enter the body. Keep any cuts or abrasions covered during washing.
If showering is not possible, Ready.gov advises using a clean wet cloth or unscented moist wipe to clean any skin or hair that was not covered. Importantly, hand sanitizer does not protect against or remove radioactive material, so it should not be substituted for soap and water.
Safe food and water during a radiation emergency
Food and water safety is a critical concern after a radiation event. The CDC confirms that food and drinks that were sealed or already stored inside a building are safe to consume. For food items in sealed containers (cans, bottles, boxes) that were outdoors, wipe off the container with a damp towel before opening, then seal that towel in a plastic bag and keep it away from people and pets.
For drinking water, the CDC advises that until public health agencies test and confirm the safety of tap water supplies, bottled water is the only water source confirmed free of contamination. Tap water remains safe to use for washing and decontamination, but should not be consumed until authorities clear it. Critically, boiling tap water does not remove radioactive material – it only removes biological contaminants – so boiling is not a solution for radiation contamination of water supplies.
Emergency communication
Staying connected with official sources during a radiation emergency is not just helpful – it is essential. The situation can change rapidly, and the instructions you receive from emergency management authorities directly determine when and how you move, where you can safely go, and what medical care is available.
Trusted sources and alert systems
During a radiation emergency, OSHA’s emergency guidance highlights that local news sources will relay instructions covering protective measures, evacuation or shelter-in-place directives, the safety status of transportation networks, and how to access medical attention. Wireless Emergency Alerts (WEA) sent directly to mobile phones, Emergency Alert System (EAS) broadcasts on radio and TV, and official government websites are the most reliable channels. Avoid acting on unverified social media posts during fast-moving emergencies.
Maintaining a communications plan
A prepared communications plan can prevent panic and confusion when normal routines are disrupted. Ready.gov recommends identifying an out-of-state contact that all family members can reach to confirm their safety and location, since local phone lines often become congested during regional emergencies. Knowing where children will be cared for if separated from parents, and familiarizing yourself with your school’s or workplace’s emergency protocols in advance, removes uncertainty when it matters most.
When to contact emergency services
Ready.gov advises that if you are sick or injured following a radiation emergency, you should listen for specific instructions on where and how to get medical attention rather than self-transporting immediately. If you are at a public shelter, notify staff directly. For a medical emergency, call 9-1-1. Emergency responders and local officials will also provide instructions for decontaminating homes and for returning to normal activity – follow those instructions rather than making independent judgements about when it is safe to leave shelter or resume normal activity.
It is also worth acknowledging the psychological dimension: the American Red Cross notes that the stress of sheltering in place is real, and monitoring emotional health – particularly for children – is part of responsible self-care during an extended emergency. Limit excessive media exposure that heightens anxiety, and seek support if needed.
Individual preparedness is not about having specialized gear or training. It is about knowing three things in advance: where to go, how to clean up, and where to get reliable information. The CDC emphasizes that non-pharmaceutical interventions – getting inside a building, removing and changing clothes, showering, and sheltering in place – are highly effective at reducing the health effects of a radiation emergency. These are actions every person can take.
