India is one of the most disaster-prone countries in the world. From cyclones along its vast coastline to earthquakes in the Himalayan region, floods across river plains, and droughts in semi-arid zones – the country faces a wide range of natural and man-made hazards. Before 2005, India’s approach to dealing with disasters was largely reactive, focused mainly on providing relief after the event. That changed with the enactment of the Disaster Management Act, 2005 (DM Act). This landmark legislation established a structured, multi-tiered system for disaster preparedness, mitigation, response, and recovery across India. It shifted the national mindset from relief-centric reactions to proactive disaster risk reduction.

What is the Disaster Management Act, 2005?

The Disaster Management Act (Act No. 53 of 2005) was passed by the Rajya Sabha on 28 November 2005 and the Lok Sabha on 12 December 2005. It received Presidential assent on 23 December 2005, and came into force in January 2006. The Act contains 11 chapters and 79 sections, and it applies to the entire territory of India.

Under Section 2(d), the Act defines a disaster broadly as a catastrophe, mishap, calamity, or grave occurrence in any area, arising from natural or man-made causes. This wide definition covers events like floods, earthquakes, industrial accidents, epidemics, and more. The central purpose of the legislation is to create a comprehensive institutional and legal framework for managing disasters efficiently at every level of governance – national, state, and district.

National Disaster Management Authority (NDMA): the apex body

At the very top of India’s disaster management structure sits the National Disaster Management Authority (NDMA). It is the apex body responsible for laying down policies, plans, and guidelines for disaster management across the country. The Prime Minister of India serves as the Chairperson of the NDMA, which underscores the high priority the government places on disaster preparedness.

The NDMA can have up to nine members, including a Vice-Chairperson nominated by the Chairperson. Members serve a term of five years. While the NDMA was initially set up on 30 May 2005 through an executive order, it was formally constituted under Section 3(1) of the DM Act on 27 September 2006.

Key responsibilities of the NDMA

The NDMA’s mandate is wide-ranging. It approves the National Disaster Management Plan, which provides a framework and direction to government agencies for all phases of the disaster management cycle. The NDMA also approves plans prepared by central government ministries and departments. It lays down guidelines for State Authorities to follow while drawing up their own state-level plans. Additionally, the NDMA coordinates the enforcement of disaster management policies and ensures timely, effective disaster response.

To support its work, the Act establishes a National Executive Committee (NEC) under Section 8. The NEC is composed of secretary-level officers from key ministries – including home affairs, agriculture, defence, health, environment, finance, and others. The Home Secretary serves as the NEC’s Chairperson. The NEC is tasked with preparing and annually updating the National Disaster Management Plan.

The National Disaster Management Plan (NDMP)

The NDMA prepared the first National Disaster Management Plan (NDMP) in 2016, which was later revised in 2019. This plan is significant because it was among the first national disaster plans in the world to be explicitly aligned with the Sendai Framework for Disaster Risk Reduction (2015-2030). The NDMP integrates India’s commitments under global frameworks including the Sendai Framework, the Sustainable Development Goals (SDGs), and the Paris Agreement on Climate Change. It brings together all sectors, ministries, and departments at the central, state, and district levels, defining their roles and responsibilities clearly.

National Disaster Response Force (NDRF)

Sections 44-45 of the Act provide for the creation of the National Disaster Response Force (NDRF), a specialised force for disaster response operations. The NDRF operates under a Director General appointed by the central government. It has played critical roles during major events such as the 2014 Kashmir floods, various cyclones, and earthquake relief operations. The NDRF regularly conducts mock exercises across all 36 states and union territories and runs school safety programmes to train children in disaster response.

State Disaster Management Authorities (SDMAs): the state-level framework

The DM Act mandates every state to establish its own State Disaster Management Authority (SDMA) under Section 14. The Chief Minister of the respective state serves as the Chairperson of the SDMA. The authority can have up to eight additional members appointed by the Chief Minister.

The SDMA is responsible for laying down state-level policies and approving the State Disaster Management Plan. It coordinates with the NDMA and ensures that national guidelines are implemented within the state’s specific context. Each SDMA also has a State Executive Committee (Section 22), which is responsible for drawing up the state plan and implementing the National Plan at the state level.

Functions of the SDMA

SDMAs serve as the coordinating body for all disaster risk reduction, preparedness, mitigation, response, and recovery activities in their state. They work across departments – coordinating with health, education, rural development, and urban planning agencies to ensure that disaster preparedness is integrated across all sectors. For example, an SDMA might coordinate with the state education department to ensure that school buildings meet disaster-resistant construction standards, or work with the health department to ensure medical readiness for emergencies.

The 2024 amendment to the DM Act has further strengthened the role of SDMAs. It now empowers state governments to form separate Urban Disaster Management Authorities for state capitals and cities with municipal corporations – a recognition of the growing disaster risks in rapidly urbanising areas.

District Disaster Management Authorities (DDMAs): local-level action

The real operational work of disaster management happens at the district level. The Act establishes District Disaster Management Authorities (DDMAs) under Section 25. The District Collector (or District Magistrate or Deputy Commissioner) serves as the Chairperson of the DDMA. Importantly, the elected representative of the area serves as an ex-officio co-Chairperson, ensuring democratic participation in disaster governance.

Role and functions of DDMAs

Under Section 30, the DDMA acts as the planning, coordinating, and implementing body for disaster management at the district level. It prepares the District Disaster Management Plan after consulting local authorities and keeping the National and State Plans in view. DDMAs develop detailed evacuation procedures, shelter management protocols, and resource mobilisation strategies that are specific to the district’s geography and demographics.

DDMAs carry out activities like awareness generation, training, and mock drills for government officials, NGOs, and communities. Through programmes like the Aapda Mitra Scheme, community volunteers at the district level are trained in disaster rescue. According to the Ministry of Home Affairs, 1,00,000 community volunteers have been trained in 350 multi-hazard disaster-prone districts under this scheme. Each volunteer receives two weeks of intense training, an emergency responder kit, and insurance coverage for five years.

Under Section 33, the District Authority can direct any district-level officer, department, or local authority to take actions to prevent or lessen the effects of a disaster. This gives DDMAs significant operational authority during emergencies.

Disaster risk reduction (DRR): from response to prevention

One of the most important contributions of the DM Act is the shift it brought in India’s disaster philosophy – from post-disaster relief to pre-disaster risk reduction. Disaster Risk Reduction (DRR) refers to the systematic approach of identifying, assessing, and reducing risks associated with disasters. It includes risk mitigation, preparedness planning, capacity building, and involving communities in their own protection.

India’s DRR approach under the Act

The Act’s vision statement captures this shift clearly: building a safe and disaster-resilient India through a holistic, proactive, technology-driven, and multi-hazard strategy. The National Policy on Disaster Management (NPDM), approved in 2009, further articulated this vision by emphasising prevention, mitigation, preparedness, and response as the four pillars of India’s disaster strategy.

DRR under the Act covers several key areas. Risk assessment and mapping – the NDMA developed the National Disaster Risk Index (NDRI) in 2019, providing a comprehensive assessment of risk across states and districts. Early warning systems – a Common Alerting Protocol (CAP)-based Integrated Alert System has been implemented for sending geo-targeted disaster warnings across all 36 states and union territories through SMS, TV, radio, and other channels. Capacity building – the National Institute of Disaster Management (NIDM), established under Section 42 of the Act, handles training and research. Over 300 universities have joined the Indian Universities and Institutions Network for DRR under NIDM.

Community involvement in DRR

Community participation is central to India’s DRR strategy. The DM Act and the NDMA’s policy framework emphasise community-based disaster management as a core theme. Local communities possess knowledge about their terrain, weather patterns, and vulnerabilities that no central authority can replicate. They are also the first responders when any disaster strikes.

Programmes like Aapda Mitra train local volunteers for disaster response. Under the National Cyclone Risk Mitigation Project (NCRMP), nearly 69,000 community representatives have been trained in first aid, search and rescue, and shelter management. The Coalition for Disaster Resilient Infrastructure (CDRI), initiated by India, now includes 40 countries and focuses on building infrastructure that can withstand natural disasters.

Alignment with the Sendai Framework

India’s DRR efforts are aligned with the Sendai Framework for Disaster Risk Reduction (2015-2030), a global agreement adopted at the Third UN World Conference on Disaster Risk Reduction. The framework identifies four priority areas: understanding disaster risk, strengthening disaster risk governance, investing in disaster risk reduction for resilience, and enhancing preparedness for effective response. India’s NDMP was one of the first national plans globally to incorporate these Sendai priorities.

During its G-20 presidency in 2023, India took the initiative to form a Disaster Risk Reduction Working Group – a significant step in global collaboration for disaster resilience. India also chairs the Asian Disaster Preparedness Centre (ADPC) for 2024-25, further demonstrating its leadership in this space.

Financial framework for disaster management

The DM Act also establishes the financial architecture for disaster management. Sections 46-50 mandate the creation of dedicated funds at multiple levels. Each state has a State Disaster Response Fund (SDRF) and a District Disaster Response Fund (DDRF). The central government supplements state efforts through the National Disaster Response Fund (NDRF) – especially in events classified as being of “severe nature.” Section 49 requires every central ministry and department to allocate annual budget provisions for disaster management activities.

Challenges and criticisms

Despite its comprehensive framework, the implementation of the DM Act has faced challenges. The Indian Supreme Court in 2013 issued notices to several state governments for alleged failure to implement the Act. Critics have pointed out that the Act’s structure can be overly hierarchical and bureaucratic, sometimes marginalising NGOs, elected local representatives, and community groups. There are also significant gaps in disaster preparedness for catastrophic events like major earthquakes and floods, and coordination between various agencies remains a work in progress.

The 2024 Disaster Management (Amendment) Bill, passed by the Lok Sabha in December 2024 and the Rajya Sabha in March 2025, seeks to address some of these issues. It recognises risks from extreme climate events, mandates the creation of national and state disaster databases, and allows for the formation of urban disaster management authorities.

Why the DM Act matters

The Disaster Management Act, 2005 transformed India’s approach to dealing with disasters. By creating a clear three-tier structure – NDMA at the national level, SDMAs at the state level, and DDMAs at the district level – it ensured that disaster planning and response could be both nationally coordinated and locally relevant. Its emphasis on disaster risk reduction, community involvement, and proactive preparedness represents a fundamental shift from the older, relief-only model.

As climate change increases the frequency and intensity of extreme weather events, the relevance of this legislative framework only grows. India reported over 3,400 deaths from extreme weather in 2024 alone. A robust disaster management system is not just a policy choice – it is a necessity for protecting lives and livelihoods.
